The performance evaluation of PSOE is essential to enhance the investment function of the SASAC, to develop a sound incentive scheme of the entrepreneur, to promote the development of the state-owned enterprise, and to ensure the value-maintenance and value-increase of the state-owned capital. In2006, the SASAC-HUNAN released the Provisional Regulations on the Business Performance Evaluation of the Enterprise Management (hereinafter referred to as the Regulations), which played an important role in increasing the supervision on state assets and advancing the reform of the sate-owned enterprises. However, the Regulations focus on the target management, lacking the relative performance evaluation. And the evaluation indexes emphasize on the profits, likely to cause the short-term operation and hinder the carry-out of the development strategies. In addition, the intense market competition and the further development of the enterprise also request the revise of the Regulations.This article explores the theory and the methods of the business performance evaluation, studies the successful stories of the national SASAC and SASAC in other provinces, and then proposes the optimal design facing up with the existing problems in methods, contents, and results application of the SASAC-Hunan’s evaluation.The optimal design is composed of fours parts:the promotion of the industry standard assessment and longitudinal benchmarking assessment; the addition of the economy added-valued indication to strengthen the value evaluation; the improvement of the scoring methods; and the enhancement of the incentive mechanism by amending the calculation of the basic salary and establishing a term incentive in accordance with the EVA.At last, the article puts forward measures for a better implementation of the new Regulations, including the enhancement of the promotion and training, the improvement of the corporate governance, the strengthening of the strategic, financial and budget management of the enterprise.
