The disabled is a special social group. Because of the restriction and influence, under physiological conditions for a long time, groups of persons with disabilities to participate in the normal competitive labor market, employment ability and survival status is not optimistic. To solve the employment problem of the disabled, not only in relation to the disabled can fully integrate into society, but also has great practical significance to safeguard social fairness and justice.For a long time, the society for the disabled misunderstanding, think the disabled is a heavy burden for society. In fact, from the modern human resources management point of view, the disabled is also socially valuable human resources. Many disabled physical disabilities but strong-willed, have high occupation skill level, hope that through their own labor to realize self value, dedication and social returns. If the disabled people is regarded as human resources, and managed in accordance with the mode of human resource management, not only to create new labor for the society, alleviate the shortage of human resources part of the current situation of the industry, but also can effectively improve the disabled living standard, solve a series of problems and can drive the rehabilitation education for the disabled, etc..According to the second national sample survey on disability, Dalian city has a total of339000the number of disabled persons, involving many families.
