Rural Minimum Living Standard Security System Research

As the last safety net in rural social security system, the Rural Minimum Living SecuritySystem involves the vital interests of millions of peasants. It can protect the farmers and theirfamilies away from losing the basic living security due to unemployment,old age, illness ordeath of a family member.The research to improve the Rural Minimum Living Security System, have greatsignificance to solve the new problem in the process of rural poverty, ease the new conflicts insocial change occurs, integrate the existing complex social assistance program and build the newsocialist countryside.Since the year2007when the Rural Minimum Living Security System started, areas all overthe country have established a system of rural residents, and get some success. But for variousreasons, in the process of implementing the Rural Minimum Living Security System, it graduallyrevealed many problems, such as difficult to determine guaranteeing object, narrow fund-raisingchannels, low security standards, unsound laws and regulations for rural residents. Theseproblems seriously hampered the system to play the role of rural residents’ protection, so that toexplore the Rural Minimum Living Security System in China is imminent.Rizhao is located in the southeast of Shandong Province. It is a prefecture level city inShandong Province. After surveys and studies of Rizhao, we maybe can not see the overallsituation of Chinese rural subsistence allowances system, but The research has a certainreference value. Difficulties such as narrow fund-raising channels, low security standards,unsound laws and regulations also exist in Chinese Rural Minimum Living Security System.This paper consists of four parts.Part Ⅰ: From the concept, characteristics, necessity of establishing as well as thedevelopment process of the Rural Minimum Living Security System, and other aspects, here isan overview, to strengthen understanding and awareness of China’s Rural Minimum LivingSecurity System.Part Ⅱ: From the status quo of the running Rural Minimum Living Security System in China,the problems in the process of implementation of rural residents security system will be analyzed.Meanwhile, foreign experience in the system will be discussed and learnt, to improve the systemand explore ways and means in China. Part Ⅲ: On the basis of field visits and investigation, implementation of the system for ruralresidents in Rizhao City will be studied. Combined with the first-hand information obtained,from security standards, coverage, financing, determining object and dynamic management, etc.,the effectiveness, the existing problems and the reasons will be analyzed in the Rural MinimumLiving Security System in Rizhao, summarizing the innovative approaches in implementation ofthe system.Part Ⅳ: Mainly tries to put forward the Countermeasures for the development of the RuralMinimum Living Security System in China. Combining with the effectiveness in Rizhao andforeign advanced experience of the Rural Minimum Living Security System, countermeasureswill be built to improve the rural system, to provide reference for the system construction.The main innovation of this paper lies in two parts. Firstly, by the analysis of maturehousehold economic checking system in Rizhao, this paper made more accurate method forcomprehensive grasp of the inhabitants economic situation, truly realizing that all rural residentsget what they should get. Secondly, in Rizhao, there is an ongoing activities that Party membersand cadres get in touch with difficult family. It will be introduced to the implement of the RuralMinimum Living Security System, to explore and improve the supervision mechanism of thesystem.
