Study On Land Consolidation Potential And Spatial-temporal Layout In Haiyang City

As we all know, the land use in China is facing double pressure of economic development andpopulation growth, the contradiction between people and land have become more and moreprominent. Land consolidation has great significance to the special national conditions of ourcountry. Therefore, finding out the land consolidation potential, setting up scientific landrenovation planning and arranging coordinately the development and utilization of land reserveresources are the important guarantees to realize the dynamic equilibrium of the total cultivatedland. The theories, methods and technology related to land consolidation have become thewidespread and long-term studying problems in land management field. In this study, takingHaiyang City in Shandong province as the study area, firstly calculate the land consolidationpotential, then based on potential and the ease or complexity of working, determine thetemporal and spatial distribution of land consolidation of Haiyang City, aiming to provide ascientific basis for the formulation of land renovation planning of Haiyang city. On the basis ofprevious studies, this study systematically summarized the research progress, deeply discussedthe theories and methods of land consolidation, then expounded the specific methods and steps ina county through specific empirical research, this has enriched he original theory.Combined with the general land use planning, land use change data, and the achievements offarmland grading, this study comprehensively conducts the land consolidation potential ofHaiyang City. Aiming at the practical needs of the new round of land consolidation plan, thisstudy respectively discussed evaluation methods of different types of land reclamation potential,for example: consolidation for land used for agriculture, consolidation for land used for ruralconstruction, consolidation for land used for urban industrial and mining construction, anddevelopment of land reserves appropriate for cultivation. Through the calculation of landconsolidation potential, we can get the total potential of land use in Haiyang City, based on thepotential, this study discussed the spatial-temporal layout from2013to2015, then studied thedivision of land consolidation, all these can provide practical and reliable scientific basis for thepreparation of land consolidation plan. After in-depth research, the main conclusions are asfollows:(1)Through land consolidation in the future, the quantity of the added cultivated land isalmost2377.58hectares. Including: land reserve resources development can add the largestcultivated land, about1083.46hectares, accounting for about45.57%; agricultural landconsolidation can supplement cultivated land856.37hectares, accounting for36.02%; landrehabilitation can supplement arable land of328.35hectares, accounting for13.81%; the mainpurpose of rural construction land consolidation is to realize the hook between urban sitesincrease and rural sites decrease, the added cultivated land size is only109.40hectares.(2)According to the new cultivated land scale, the degree of difficulty and the willingness oflocal government, this study has determined the spatial-temporal layout of land consolidationprojects in2013-2015. From2013to2015, the total scale of land consolidation projects in Haiyang City is14908.93hectares, adding969.97hectares of new cultivated land and decreasing496hectares construction land. In spatial distribution, most of agricultural land consolidationprojects locate in the central area and northeast area. Land reserve resources developmentprojects are almost focus on western, eastern and northern area of Haiyang. Projects of landrehabilitation can be mostly founded in Liu Gezhuang Town and Xu Jiadian Town. Ruralconstruction land consolidation projects are distributed throughout the whole city.(3)Through land consolidation division, we can easily find that there is an certain regularityin the spatial distribution of consolidation projects. All domains can be divided into five regions.Different regulation measures can be adopted by different regulation type areas: eastern, westernand northern regions of the city can implement land comprehensive consolidation; southernregion focus on the rural construction land control, combining with the new countrysideconstruction, promoting the integration of urban and rural development; central region is suitablefor farmland regulation, increase agricultural productivity by construction of high standard basicfarmland. Land consolidation division has great practical significance on projects layout inHaiyang in the future.
