There are many mountain areas in Hunan province, which mainly distributed in Xiangxi area. Cultivated lands in mountain areas are all scattered distributed, but whose quality is not high. It has the congenital disadvantage to carry out large-scale food production in these areas. At the same time, the ecological environment in Xiangxi coteau is relatively fragile, geological disasters and meteorological disasters are frequent happened. Therefore, it is important to combine the ecological security with food production in the region. Guandiping town in Sangzhi county is located in northwest border of Hunan province, which is the average elevation of the highest mountain in Hunan province. The productivity of cultivated land in this area is relatively lower compared with other regions in hunan province, and in recent years, it has obvious trend of decreasing of cultivated land and declining of the quality. From the perspective of ecology and resource security, on the premise of protecting local vulnerable ecological environment, taking use of land, and promoting usage of land to realize ordering, rationalization and scientific. It is very urgent to improve land use efficiency and output.This thesis analyzes potential of cultivated land production in xiangxi coteau and the influence on the layout of local land consolidation engineering. Selecting the light, heat and water resources conditions as the evaluation of land consolidation potential quality factors and classification indexes. Based on the achievements of farmland classification, and combined with data of the second survey of land in China, using the field investigation and the method of GIS spatial to analyze and qualitative and quantitative methods to layout and analyze the land consolidation project in Guandiping Town.The result of the research shows that the cultivated land in town of Guandiping has great natural quality and overall potential. Rice and corn are suitable for the natural conditions in this area. These two crops can be the growing direction in the future. Road trench layout of rice and corn field should be considered first when doing land consolidation. Funds should be focus on the fields of high production potential and the fields around. Methods like "the bends of the cut-off", adjusting the distribution of engineering position in town of Guandiping can make engineering layout density more reasonable. Studying rational layout of land consolidation project of Guandiping Town in sangzhi county, which not only improves the potential of the usage of land, making farming plots in neat concentrated, to adapt to the modern agricultural mechanization operation and requirement of scale operation to improve land production capacity, but also can add effective cultivated land area of 55.03hm2.It can also make the project become high quality cultivated land of drought row irrigation waterlogging, and it can enhance the ability to withstand natural disasters such as flood and drainage.
