Research On The Influence Of Grain Subsidy Policy To Land Circulation

With the development of industrialization and urbanization, our grain production and income has been greatly ascended,but at the same time,there is gap between our country agricultural production mode and the development requirements of the modern agriculture,"food security" problem is not secured. To arouse the enthusiasm of farmers, develop modern agriculture, and ensure our country’s "food security", Starting from2004, our country has issued a series of food subsidies policy, we will increase support for agriculture, encourage promoting land circulation at the same time, realize the land scale management. But in the process of execution of food subsidies policy, producing bad effect on the rural land circulation. To explore food subsidies policy and the coordinated relationship between land circulation, cracking the contradictions and conflicts between them, safeguard national "food security", promote the farmers’ income, develop modern agriculture, this paper tries to make some exploration.Based on the data of258villages in china from2009to2013, land circulation for reference at home and abroad,tracking the related research results, through the analysis of the impact of food subsidies policy of land circulation, then put forward the theoretical assumptions.And analysy the survey data specificly, study the national food subsidies policy and land circulation on the implementation of the overall situation, to observe the evolution of the relationship between them.On this basis, using the method of public policy analysis, found the problem, put forward to further improve food subsidies policy in favour of land circulation.In content, the full text is divided into five chapters:The first chapter is introduction, including the research background and significance, research targets and contents, research review, both the lack of research and the research direction;The second chapter mainly analyzes the types and the target of the current food subsidy policy, through the analysis of different types of policy and target positioning, comprehensive understanding of the situation of the implementation of the grain subsidy policy;The third chapter use the data to analysis the Present situation and the characteristics of the current rural land circulation, comprehensive understanding of the land circulation difficulties and the benefits achieved;The fourth chapter also use the data to analysis the conflict between grain subsidy policy and land circulation, to dig the causes of conflict;The fifth chapter puts forward policy advice, to coordinate the relationship between the grain subsidy policy and land circulation, promote the coordinated development of food subsidies policy and land circulation.
