The rapid advance of future urbanization is bound to increase the large-scale construction land to meet the needs of urban construction and economic and social development. How to realize the coordinated development between the rapid advance of urbanization and intensive and optimizing use of land resources, is an important practical problems needed to be solved. Adopting the land of Xi’an changed data during2000-2011, the thesis analyzes the condition of urban and rural construction land structure and spatial distribution, and discusses the evolvement rule of urban-rural construction land in number, structure and layout. And makes comprehensive comparative study by combining with statistics in population and economy, discusses the intensive utilization degree of urban and rural construction land in districts and counties of Xi’an. The study results show several aspects as following.(1) Although, in2011, urban construction land accounts for a small portion, construction land demand is big. In the past ten years, the urban and rural construction land accounts for larger proportion of the city’s construction land within the scope and changes significantly and the distribution of urban and rural construction also changes. Meanwhile, there are big differences in structure of urban and rural construction land among the13administrative units and their internals, and in different periods, different land use types expand at different speeds.(2) Looking from increasing elasticity index of total population and rural and urban construction land (PEI1), Xincheng, Beilin and Lianhu districts have a higher land utilization ratio, while the rest ones expand low-efficiently. Looking from increasing elasticity index of non-agricultural population and urban industrial land (PEI2), urban industrial land of Xincheng, Beilin and Lianhu districts tend to be intensive, and the other districts belongs to low efficiency or extensive expansion. Overall, the use of urban industrial land is still low. Rural residential districts (counties) are quite different in using type, and the overall utilization efficiency is relatively low. Looking from the aspects of economic indicators per unit secondary and tertiary industry output value of rural and urban construction land unit (EEI1), fixed-asset investment and related elastic index (EEI1), the growth of secondary and tertiary industry output value of and fixed asset investment expand greater than the urban and rural construction land expansion. The degree of urban and rural construction land intensive utilization improved, it mainly focuses on mining development-oriented and intensive dilated, land utilization having bigger potentiality.(3) The policy systems and city planning in different periods guide city’s expansion direction and mode, while the growth of population and economy is the fundamental source for the expansion of urban and rural construction land. Under the new situation of urban development, to optimize and adjust the structure and layout of urban and rural construction land, a series of security measures are put forward, such as the formulating and implementing policies and measures linked to increase or decrease, city’s layout tending to be intensive, attaching great importance to the reconstruction of old city, changing industry mode, and establishing the governance mechanism of modern urban space development.
