Dairy product is one kind of the most important food in our daily life, the quality of which is directly related to the safety of our life. Recently, however, the "big head baby" incident, the Sanlu milk powder incident and other dairy safety accidents reflect many problems on the dairy safety regulation in China. The supervision mode of segmented regulation makes it difficult to clarify rights and duties of the government sections, leading to Regulatory gaps. Because of the regulatory loopholes on the food safety laws and national standards, lawbreakers could escape from punishment, which than fuelling the occurrence of illegal acts. Different independent regulators lack of coordination, making it difficult to regulate the dairy safety and wasting the resources and time of regulatory. So the dairy safety regulatory system reform is urgent.Based on the food safety regulatory informatization project, the thesis firstly analyzes the laws and national standard in China’s dairy supervision system, the regulation mode and disadvantages of the accountability system, then puts forward the corresponding reform scheme. Secondly, based on the theory of value chain, the thesis analyzes the composition of dairy industry’s value chain and builds the internal, as well as external value chain model of fresh milk enterprises and dairy product enterprises. Based on the purpose of regulation, the thesis puts forward the optimization proposals on the inside and outside value chain of dairy companies. Thirdly, to explore the crux of the root causes, this thesis analyzes the main problems in dairy production and operation of the whole industry chain. By refining the dairy safety information resources, it puts forward one kind of classifying and organizing method on dairy product safety information resources. Finally, the thesis designs the overall architecture of the dairy safety traceability system and discusses the function of each subsystem module. Besides, the key technology of how to share the information resources is discussed.
