A Study On A Training Base Network System For Railway Professional Technicians

Railway transportation system is one of the backbone systems of our country’s transportation. With the development of national economy, higher requirements are set out for the railway industry. Along with the import of new technology and art, railway transportation system has gone through the phases of great-leap-forward development and harmonious railway construction. Now it steps into the new phase of rapid development of modernization. The railway transportation system has become modern enterprise after separating the functions of the government from those of the enterprise and now its technical requirements for the staff are raised up day by day. The following issue is how to improve the quality situation of the professionals.One of the effective ways is to conduct staff training. However, the training model for railway professionals has a lot of problems. For instance, the training base system is not sound and the training management system is not suited to the trend of reform. Training model of the former Ministry of Railways has been unable to adapt to the current space of development of the railway industry. Facing with this situation, the former Ministry of Railways launched a study of the training base network system for professionals and established the subject of the study (subject number:2012F012). This paper is part of the study. It aims to establish a scientific and rational base network system, to adapt to the current status of railway’s development, to improve the training and managing system for professionals, to distribute the bases rationally, to optimize the allocation of training resources and to ensure the training effect of the professionals.In this paper, measures of document analysis and research are used to analyzing literature. Based on training theory, this paper expounds the meaning, development, process of training and presents the theoretical basis of the training base network system for professionals. Moreover, this paper analyzes and summarizes relevant document at home and abroad concerning the current situation of training model for professionals, training methods, training curriculum and training system. It aims to analyze the problems existed in China’s railway training base network system for professionals and to provide a realistic basis of building railway training basis network system through learning from advanced experience.Through discussion and visiting to the Personnel Division of former Ministry of Railways, Chengdu Railway Bureau, Zhengzhou Railway Bureau, Chengdu Railway Driver Training Center and based on the current situation of China’s railway training base network system, this paper designs a questionnaire, and does the survey among18bureaus in the railway system. Results of the survey provide a practical and reliable statistic and theoretical support for the construction of the railway training network system for professionals.
