| The key to coordinated urban-rural development and to increase farmers’income is to take effective measures to promote the transfer of rural labor.Rural labor transfer can raise rural income,harmonize urban-rural development,and adjust the model of economic growth.The fulfillment of urbanization and economic modernization is also inseparable from the realization of the transfer of rural labor forces.In economically developed regions,farmers’ income grows rapidly,wherein the proportion of non-agricultural income in rural per capita income is large and non-agricultural income of farmers in Fujian reached 66%of its net income,suggesting that the transfer of rural labor to non-agricultural sectors of the economy makes prominent contribution to the increase of farmers’ income.The employment issue,to some extent,determines the success of rural labor transfer;therefore,the study has theoretical and real-world implications.On the basis of literature research and through field surveys and interviews,the paper describes the overall status and development stage of rural labor transfer in Changle City and analyzes the difficulties faced in the employment of rural labor force during transfer and the underlying causes.It proposes the solutions to improve employment in rural labor transfer.Research results and policy recommendations for governmentand relevant departments in Changle City for their decision-making can further promote the transfer of rural labor and increase farmers’ income.Firstly,the paper introduces the research background and significance,and puts forward the main research contents and methods.The relevant research has been reviewed,including the causes of the rural surplus labor force,the factors affecting the transfer of rural labor force,and the employment of rural labor force and the pertinent countermeasures.Secondly,the paper introduces the development of rural labor transfer in Changle City.Through the access to relevant information,questionnaire survey and in-depth interviews,the paper investigates the present situation of the employment in rural labor transfer and proposes the findings.Thirdly,on the basis of analyzing the employment situation of rural labor transfer,the paper discusses the existing problems faced in the employment during the transfer of rural labor force in Changle City and the underlying causes.The results indicate that the employment difficulties in rural labor transfer are mainly due to institutional constraints,imperfect legal system,low degree of integration of stakeholders for the employment in rural labor transfer,weak employment service system,and inadequate occupational skill training.Fourthly,after the situation and problems on the employment of rural labor transfer in Changle City is fully elaborated,the paper describes the rich experiences home and abroad and put forward the solutions to improve the employment of rural labor transfer.It is important to give full play to the role of government,create a good employment environment,improve the rural labor transfer system,adjust the model of economic development,increase rural labor demand,improve employment service system for rural labor transfer,and to strive to improve the quality of rural labor force. |
