But the economic development of northeastold industrial base is weak, transformation and upgrading of manufacturingindustry is facing many bottlenecks. How to use new ways especially throughthe cultivation and development of the productive service industry to promotethe transformation and upgrading of manufacturing industry in NortheastChina，has become an urgent problem to be solved.“Twelfth Five Year Plan” period, through the development of theproductive service industry in northeast region, promote the transformationand upgrading of manufacturing industry.
