With the rapid development of Chinese city, urban and rural economic structure is undergoing constant change,"land","rural social security" issues are becoming increasingly prominent. Based on the current situation and existing problems, the "land for social security" policy which in order to explore the model of the resettlement of landless peasants emerge as the times require. This article,"land for social security" policy is meaning land contract rights in exchange for social security benefits. The theory of "land for social security" is mixed. Chen Yi believes that the "land for social security" is a system innovation, a mechanism which can realized the land security to social security. But Zhou xian xiang thinks there is a gap between theory and practice, may appear the phenomenon of against the interests of farmers. This paper thinks, the scholars have opposition to the "land for social security" policy have two reasons:one is due to the lack of a reasonable quantitative method of land contractual management replacement price that lead to specific operations are not standardized and farmers can not get reasonable compensation which may make farmers property damage; two is due to the local government for the one-sided pursuit of city development, regardless of the wishes of farmers,but are lack of system guarantees for farmers to benefit. Based on this, this paper thinks that propose a reasonable model to quantify land exchange price based farmers perspective is necessary. At the same time provide value accounting basis for the development of "land for social security" policy in Jiangsu province.This paper use the method of income capitalization method, quantitative study on function and value method, contingent valuation method, study from theory and empirical aspects,the main contents of this research is:First, use the related theory analysis of the connotation of land contractual management replacement price; Second, use two ways "method of income capitalization+function value method"," contingent valuation method " to evaluate land contractual management replacement price, build a land contractual management replacement price evaluation mode; Third, take Xishan district as an example of empirical research; Fourth, provide some useful policy suggestions.The results show that:"Land for social security" in essence is a kind of land transfer behavior, a way to realize the capitalization of farmers land property. The contract land has great social security price, the connotation should be reflected the land utility to farmers, concrete embodiment is part of the economic price and social security price. Can use two ways to estimate land contractual management replacement price. Further to make the land asset manifest should accelerate the improvement of rural land market, construct land transfer price system.
