Since the nineties’of last century, according to the mainland’s reform and opening up, many districts are very active to investment attracting with their increasing economic vitality. Took these advantages, many Taiwan funded enterprises have begun to enter the mainland market. Among these enterprises, the small and medium sized ones get more beneficial in many cities, and become the pilot of this trend because of their flexible policy control, new style management, and the spirit of exploring. They have made positive contributions to the development of the mainland economy. After twenty years of development, many small and medium sized enterprises have entered their bottleneck stage. They are facing many problems, and the most prominent is the management for the mainland staff, who are accounted for the most of their staffs. How to make the positive and effective human resource management measures, in order to attract and develop the staffs has become a key point for the small and medium sized enterprise to develop continuingly.As the most important and core functions of human resource management,"Incentive" plays an important role in the survival and development of enterprise. Small and medium sized Taiwan funded enterprises has a great loss in human resources management as they lack of an effective incentive mechanism for mainland staff. On the one hand, due to the small and medium-sized enterprises are mostly come from the small family workshops, their management mechanism are very likely to the family management such as highly centralized power, and simplified management mode, as well as the lack of incentives without material incentives. On the other hand, the concept of hierarchy system in internal management is very serious, with the relatively conservative and machinery management system, more stringent requirements, not very reasonable salary structure, and lack of communication in incentives. In addition, the rapid development of China’s market formed a fierce employment competition environment, to reduce the cost of enterprise, the small and medium sized enterprises ignored the incentive to employees. All of these formed a vicious circle of double deficit between employee and enterprises.Based in the small and medium sized enterprises urgently need to establish a set of complete, effective incentive mechanism to stabilize the mainland employees, who are the fundamental of their enterprises, as well as to help the staffs merged into the enterprises, and promote the rapid development of the enterprises, and finally get a win-win situation. The development of small and medium sized enterprises is not only beneficial for the country’s gross economic development, but also has a special significance in politics area. But the researches about this aspect are very few. The author, who is a person witness the cross-strait relations gradually improved and engaging in this work, believes it’s very necessary to study in the problem of staff incentives in small and medium sized Taiwan funded enterprise.This article adopts the research methods combined with the theoretical research and practical case analysis. Company A is chosen as the research object, using various theory patterns as hierarchy needs, expectation, and equity, carefully studied the problems of incentive aspects exist in the small and medium sized Taiwan funded enterprises such as the employees have low culture identity to the enterprises, the mechanism of management and the incentives are simple, the rise space of employees is limited, the lack of nonmaterial incentives and communication. The author trying to deeply dig the reason of these problems, and find methods to solve them and put forward some specific suggestion to implement, such as strengthen the cultural fusion, enrich the incentive means, break the hierarchy and establish the communication channels between the enterprises and the employees as well as the training mechanism. Hope to provide useful guidance and reference of incentives for the small and medium Taiwan funded enterprises in the mainland and their mainland employees.
