With the continuous development of market economy, SMES increasingly become the subject of market economic activity and the main force of solving the employment problem. One of the many small and medium-sized construction projects play a pivotal role. In fact, small and medium-sized construction projects has increasingly become the focus of national policy support. Because in terms of activating market, stimulating innovation, creating job, increasing tax and so on, the small and medium-sized construction projects make irreplaceable contributions to the development of the national economy. However, the characteristics and limitations of small and medium-sized construction projects cause that managers apply methods and ways of stimulation improperly and cannot give play to activity and creation of stuff in the small and medium-sized construction projects, which reduces competitiveness of the small and medium-sized construction projects.The paper first reviews the project management and incentive-related concepts, discusses incentive relevant theories, and analyze its shortcomings.Then the paper describes the current status of the development of small and medium sized construction projects, analyzes and summarizes the features of small and medium sized construction projects and project management.For small and medium sized construction project management features and its own characteristics, the paper analyzes the problems and reasons of the incentive mechanism of small and medium sized construction projects, whereby the limitations of current incentives are obtained. Then, by the analysis of the effects of the incentive factors in the model of small and medium sized construction project, the paper demonstrates that spiritual motivation plays an important role in small and medium sized construction project, introduces the goal of management and flexible working and establishes a reasonable performance evaluation system and reward system. Porter-Lawler comprehensive incentive model has been improved. The paper proposes diversified incentive system according to different types of employee and score feedback to incentive effects in the specific implementation. Finally, the article selects a typical small and medium-sized construction project and carries on demonstrational research. The paper applies diversified incentive mechanism to relevant research, carries on score feedback for incentive effects, and verifies the effectiveness of the diversified incentive mechanism.
