Resource-based Regional Industrial Development Policy Objectives Of Poverty Reduction

Resource-based regionfacing depleting non-renewable resources and economic development is too dependent on resource dilemma, rapid economic growth at the same time, the gap between rich and poor but increased, the poor problem has already brook no delay. How to realize the industrial development of scientific and rational, how to formulate poverty reduction policies accurately and effectively, has become the primary problem of resource type area. This research uses the typical resource-based regions of Shanxi as an example, the adjustment of industrial policy to achieve the purpose of reducing poverty, which provides a reasonable way for the industrial transformation of Shanxi and even the whole country of resource type area, for the government departments in the basic policy of industrial development provides a reasonable basis, practical significance.In thisstudy, taking Shanxi as an example, introduced the industrial structure of resource type area is now facing the unreasonable situation, poverty is still serious, on this basis, the2007Shanxi social accounting matrix based multiplier model fixed price, the influence of different industrial development on residents income, but the income growth does not necessarily make poverty reduction, therefore, for further research on industry development and reduce poverty of dweller of the relationship between, on the basis of can reflect the residents’ income and poor FGT index to construct the multiplier model decomposition for poor sensitivity effect, which to calculate the residents of the poverty rate, poverty depth and intensity of poverty, the relationship between industrial development and poverty is thus obtained.Model results show that, the Department of education of residents’ income and poverty reduction effect, stimulating the education department for the income of urban residents was greater than that of rural residents, but for poverty reducing effects of the poverty population is more significant. Health, social security and welfare departments in considering the impact on the economy and residents in poverty reduction, more obvious effect. The Department of education and health, social security and welfare departments in line with the preferential policy support and encourage the development of industry standards, and in accordance with the three industrial point of view, Shanxi should vigorously support and development of the third industry. At present, the existing policy of industry of Shanxi has been adjusted in the leading industry, and emphasizes the transformation from the coal economy to a green economy, but for the people’s livelihood policies especially for poverty reduction policy still lacking, at the conclusion of the study, combined with the policy tool theory, the education industry, health, social security and welfare the industry made a forced type, mixed type and voluntary three policy proposals.
