Research On Labor Risks In Project Management Of The Libya Housing Project Contracted By Mid-south Survey&Design Institute

With the continuous expansion of our country’s international engineering business, the expatriate labor disputes and emergencies occur frequently. These events typically have characteristics of mass, suddenness and complexity. The labor risk research of engineering management is very important for our international engineering market on healthy development, country’s reputation and even social stability. Labor issues of international engineering project management have become a critical management point, and countermeasures are eagerly to be studied and worked out. But at present, project management theory rarely touch upon the research of engineering project labor. Relevant business practice has not yet been effectively summarized. This paper researches the issue about labor risks in international project management and measures to deal with risks. It is of high practical significance.This paper takes the author’s personal experience about participating in EPC housing project management in Zuwara city Libyan, as an example to discuss about the characteristics of expatriate labors of international engineering projects, the frequently-encountered labor problems and labor risks when the enterprises undertake the international engineering project, the causes of risks, solutions and measures about how to solve these problems and avoid these risks. In the end, this paper also presents the experience of international engineering labor management and the suggestion about how to manage labor well for international engineering projects.In this paper, the international project management labor risks can be divided into labor environmental risk and labor management risk. International labor environmental risks include:(1) political risk,(2) legal risk,(3) religious and folk custom risk,(4) social and natural disaster risk. Labor management risks include:(1) labor source risk,(2) labor contract risk,(3) labor quality risk,(4) labor dispute risk,(5) labor safety risk. Among them, political risk and labor dispute risk are the key labor risks. In view of these labor risks, especially the key labor risks, this paper puts forward the detailed countermeasures.The research outcomes are very helpful and operable to solve the prominent problems and weaknesses of existing labor risks in international engineering project management. They can serve as good reference and guidance for promoting international engineering project management level.
