Land consolidation development history in our country is longer,previous land consolidation has important inspiration and referencefor the future.This paper is based on the Lankao countyinHenan province. The nearly60years’time after the founding of new China from JiaoYulu leading the county people’sgovernment "three evils" up to now is divided into the "three evils"governanceperiod,theland development and consolidation period and the landcomprehensiveconsolidation period.Under the systematic and brief research on thedifferent historical background and target of the three periods’ land consolidation, thispaper briefly summarizes the process of JiaoYulu understanding the causes of the"three evils", management method, analyzes the driving factors and effects of thelarge-scale land consolidation in the county, and does a brief evaluation of the twoperiods’land consolidation, then conducts the research of the overall arrangement forthe land consolidation in the new period of rapid advance of urbanizationto providereference for the county land consolidation. Finally this paper compares the threeperiods’land consolidation, and study out the enlightenment for the future.Through comparison and analysis we can reach that the three periods landreclamation in Lankao county is a process from single to comprehensive.Therenovation object has experienced from the victims of arable land to the lowutilization rate of agricultural land and unused land, and then toagricultural land, ruralconstruction land, unutilized land suitable for farming,andinefficient urban land. Andtherenovation goal has experienced from improving the anti-disaster ability of thecultivated land to increasing the quantity of cultivated land and then to achieving"quantity control, quality management, ecological management" trinity andthe urbanand rural overall development.Therenovation measure has experienced from agriculture, forestry, water conservancy measures to the project as a carrier and thento the project, engineering as a carrier in combination with the application of pothookpolicy.And the renovation fundshas experienced from initially multi-sectoraldispersive spending to the special fundsincludingthe new construction land use fees,the cultivated land reclamation fees, the construction land reclamation fees, and theland transfer fund fees, then increasesmultiple financing channelsincludingconstruction land index trading capital and the investment of enterprises, farmers andsocial capital, the county land consolidation appears a increasingly better situation.The enlightenment of previous land consolidation for the future mianlyincludes that:①we should take advantage of the Widespread influence of JiaoYuluspirit to do the feasibility studies and design of landconsolidation, and clear thedirection of landconsolidation.②we must strengthen the construction of cultivatedland quality,and strictly the quality of project construction.③we need to furtherstrengthen the completed project management.④we should do well the typicaldemonstration of the new rural community construction.⑤we need to continue tointensify capital integration and broaden the financing channels.
