| With the rapidly developing of our economy and the constantly improving of people’s living standard, the city’s inventory of vehicle is increasing quickly. At the same time, urbanization construction begins to turn from first-tier cities to second or third tier cities, and began to accelerate.As the second or third tier city, Taizhou Huangyan is a typical city of rapid urbanization cities.The traffic pressure of the city is gradually increasing and the problem of congestion becomes more and more serious.How to solve the problem of urban transportation has become an important subject of urban sustainable development.This paper applies several theories to analyze,such as the theory of public goods, moral self-discipline and heteronomy, urban traffic sustainable theory,and also combines Huangyan’s general situation like location, population, economy with Huangyan’s current situation of traffic like urban road resources, the number of vehicles, traffic facilities, traffic management to elaborate, finally points out the traffic congestion of huangyan have the feature of time period, festivals, regional, order and etc.. This paper will analyzes from the objective factors and the subjective factors,the objective factors include the increasing of vehicle quantity, urban planning hysteresis, rapid urbanization process, lack of road resources, imperfect road traffic facilities; the subjective factors involve lucky psychology of the drivers,rule consciousness,weak law enforcement,disordered management rules.Take Japanese and Hong Kong’s experience as reference,which is considered as good manage experience on traffic congestion,then put forward the urban traffic congestion management ideas and Countermeasures of forward planning in advance scientific decision-making, optimize the network of road, complete infrastructure, develop the public transport, promote environmental travel, people-oriented, humane management and strengthen the social morality construction. |
