| The rapid development of China’s civil aviation industry, promotes economic development meanwhile promotes cultural exchange, therefore all levels of governments pay more and more attention to civil aviation development in their own region. As the airlines’ expansion in both number and size, aviation activities become frequently. But in recent years, incidents that affect public safety occur regularly, there is lack of incidents that affect aviation safety. Media and community pay more and more attention to aviation safety, so the community’s requirements for establishing and improving aviation public safety are also increasing.This thesis is based on the public goods theory and training theory, combines with the characteristics of the air transport industry, discusses X airline’s employees safety training comprehensively, finds the problem of X airline’s employees safety training, and then puts forward the new proposal which is inside-and-outside model-both "corporate training" and "government intervention" to build up aviation personnel safety training. It’s including: Firstly, X airline needs to clearly draw up the outline of employees’safety training and the faculty hiring rules. Secondly, starting from the perspective of training management, all employees from X airline’s top to bottom needs to do hard work to ensure that training can achieve its desired goal. Finally, governments and competent departments should provide airline’s safety training more guidance and support in terms of policy, funding, think tanks, supervision and other aspects. Only in this way X airline’s construction level of public safety training can achieve a higher level, so then it reduces or even eliminate safety hazards, and promotes China’s aviation industry and the social and economic sustainable development.This paper fully uses various theories to closely connect reality. The proposed public safety training system can help enterprise to better select, develop and motivate employees, in response to concerned aviation public safety issues. The public safety management training problems and deficiencies which are pointed out in this paper are prevalent in China’s aviation enterprises. This paper plays a guiding role for building up training system for similar aviation enterprises, also has certain reference value. |
