Since Schumpeter put forward the innovation therory, that innovation is the impetus of enterprise development is gradually and widely accepted. For large-middle industrial enterprises, technological innovation is more one of the most important organizational behavior to ensure the enterprise developing, and it is basic premise for the production and operation of industrial enterprises. Because of technological innovation activities of large-middle industrial enterprises are vital for a country’s improvement of the overall technological innovation. Hence, improving the technological innovation ability of industrial enterprises is crutial. Since the reform and opening up, not only the regional economy development is out of balance, but the innovation ability of across-provincial industrial enterprises is unbalanced as well, which is harmful for the low innovation ability of enterprises and even whole industry. So, the research on convergence trend and its influence factors of technological innovation ability on across-provincial industrial enterprise in China based on spatial effect is helpful to find strategies of diminish the gaps of technological innovative ability between regions and improve the technological innovative ability of industrial enterprises.The paper takes the across-provincial industiral enterprises as the objects of study, and takes 2005-2013 years for the study period. On the basis of prior reseach on the industial enterprises and innovation convergence, the thesis anylyzes the convergence and its influence factors of technological innovation ability of industrial enterprises. Firstly, through spatial correlation pre inspection on industial enterprises, the inspection verifys the spatial correlation, and it’s confirmed that there is spatial autocorrelation. As a result, the following analysis should add spatial effect. Then the paper constructs the spatial econometric model of convergence and its influence factors of technological innovation ability of industrial enterprises. Then, the research makes the empirical tests of these spatial econometric models. When it makes the empirical tests of these spatial econometric models, does the a convergence inspection, absolute β convergence inspection, clubs convergence inspection and conditional β convergence inspection in turn. The conditional βconvergence inspection is the analysis of convergence influence factors of technological innovation ability. This research takes innovation personnel investment, innovation capital investment, industry university research cooperation, foreign investment in R&D investment, economic development level and information level as control variables to examine their influences on the convergence of technological innovation ability of industrial enterprises. At last, according to the empirical analysis, the paper draws relevant conclusions, and put forwards the corresponding suggestions for the enterprises and the government.Through the empirical analysis, the following conclusions are made: 1. The scale of technological innovation of industrial enterprises in China has been expanding, the technological innovation ability are gradually improving; 2. The technological innovation strength of industrial enterprises in China still needs to develop and the regional disparity is evident; 3. The technological innovation ability of across-provincial industiral enterprises in China has outstanding spatial autocorrelation; 4. The development of technological innovation ability of across-provincial industiral enterprises has a trend of convergence; 5.Innovation investment and economic development level are able to boost the convergence trend of enterprise’s technological innovation ability; 6. The information level and foreign investment in R&D investment can suppress the trend and there is little influence for industry university research cooperation to enhance the trend.According to the empirical analysis conclusion, this research put forwards the corresponding suggestions for the enterprises and the government. The suggestions for the enterprises are reconmended: 1.Using the spatial spillover effect of regional enterprise technology innovation, and strenthening the innovation cooperation between enterprises in the region; 2.To ensure that enterprises continue to increase investment in technological innovation abilities; 3.Improve the quality of the introduction of foreign capital, and increasing the efficiency of foreign capital utilization;4.Encourage enterprises’R.&D cooperation, improving the utilization rate of R&D cooperation results. The suggestions for the goverment are reconmended:1.To increase the coordination of government related innovation policies in the region, and optimize the allocation of innovation resources; 2. Accelerat the construction of regional science and technology innovation center, and promote the development of regional enterprise technology innovation;3. Narrow regional economic development gap, and constantly improve the convergence rate of regional enterprise technological innovation; 4. Increase the input of information infrastructure in China, improve the information level of enterprise.
