Performance management is the core of modern human resources management and it plays a vital guiding and incentive&constraint role in promoting the realization of the overall strategic target, improving relations between managers and employees, improving employee performance and inspiring staff’s potential. To deal with the fiercer competition outside, Commercial Banks (CB) also should enhance their management level and core competitive along with times in order to achieve the sustainable development strategic goal. In the long run, the core competitive advantage of CB bank Hebei Branch are from staff. So the performance management system will become the combination of the key tools to turn people’s talents and power into the enterprise’s strategic advantages. CB Hebei Branch has conducted instant exploration in performance management in recent years and has obtained certain achievement and experience in origination evaluation, however, it is still weak at the staff performance management on the whole and it has some problem in particular, such as deviations in understanding of performance management, goal incompatibilities between performance management and the strategic target, unscientific setting of performance evaluation index, nonstandard performance management flow and inadequate performance evaluation result application and so on. It has huge distance to reach the requirements of being advanced and centralized. Therefore, CB Hebei Branch urgently needs to re-examine its own performance management work from a strategic height and scientific management angle to re-examine its own performance management work and improve its performance management system.Firstly, the paper states some enlightenment from reviewing the performance management theory and research results. Secondly, the paper generally introduces the organization frame and HR status of CB Hebei Branch and also focuses on analysis of its present situation and existing problems of performance management. Through the site observation, issuing questionnaire and profound analysis of current situation, the paper presents an overall framework for performance management improvement on the management idea, target system, process system, management role and organization by combing the actual status of CB Hebei Branch and the performance management practice of foreign advanced banks. Finally, the paper lays emphasis up on the specific plan of performance management system that CB Hebei Branch will carry out, which includes performance plan making, performance implementation and counseling, performance evaluation and feedback, assessment results application and improvement and the safeguard measures, etc.It has great practical meaning that the author analyzes the current performance management work of CB Hebei Branch by means of her own working practice and knowledge acquired from the MBA study, and put forward improvement idea and specific solutions to improve and refine the performance management system there. It is conducive to the realization of the overall strategic target and good to amend relations between managers and employees, improve employee performance and inspire staff’s potential. It also makes for the orientation and inspiration role of performance management and the raising of the enterprise’s core competitiveness.
