Global climate change caused by the greenhouse gas carbon dioxide, has become a widespread concern of all countries of the world. The frequent appearance of the "haze" weather, also presents a new challenge for China energy conservation work. To address climate change and environmental pollution problems, as the world’s first national carbon emissions, China proposed to go green low-carbon development path, take efforts to strengthen the development strategy of ecological civilization construction. Shandong Province as the country’s key economic provinces, its economic development rely on high energy consumption, high pollution and high emission industries, resulting in a large amount of carbon emissions. Along With Shandong Province entering into the advanced stage of industrialization and urbanization development, the demand of energy consumption become rigid and is growing faster, carbon emissions will increase also, energy saving task become arduous, therefore improve the carbon efficiency during the process of production has become the key work of the low-carbon emissions reduction. Optimization of industrial structure is the core of the development of the low carbon economy, the current secondary industry in Shandong Province, especially heavy-industrial structure, exacerbated the increase in carbon emissions, therefore the transformation from energy-intensive heavy industry to service industry-based third industrial has important implications for energy conservation. To achieve reduction targets of Shandong Province proposed by the national’Twelfth Five Year Plan’, this paper explores the measures of optimization of industrial structure in Shandong Province to improve the efficiency of the carbon emissions.Firstly, this paper systematically combs the research on the relationship of industrial structure optimization and carbon emission efficiency, then summarizes the insufficient in existing research, then the industrial structure is divided into the supply structure, technical structure, the structure of trade and investment, this paper analyzes the mechanism of industrial structure optimization to improve the efficiency of carbon emissions, and provides theoretical basis for later empirical analysis. On this basis, the paper conducts the descriptive statistical analysis on the status quo and development trend of Shandong carbon emissions and industrial structure optimization, to verify the influence of industrial structure optimization to improve the efficiency of carbon emissions. Then, this paper uses the non-radial angle SBM model to estimate and evaluate the efficiency of carbon emissions for2005-2012in Shandong Province as well as17cities, and based on the value of carbon emission efficiency of17cities, location and resources endowments, level of economic development, regional planning and other factors, we divide Shandong Province into the high efficiency area, medium efficiency area and low efficiency area. Subsequently, this paper selects the proportion of high-tech industrial output value, industrial openness as the indicators reflecting the supererogation of Industrial Structure indicators, selects the proportion of tertiary industry, environmental protection investment growth as the indicators reflecting the rationalization of industrial structure, uses the panel data analysis model to analyze the influence of industry structural optimization on the value of carbon emission efficiency in17cities in Shandong Province, and through inter-regional panel regression results, compares and analyzes the impact of industrial structure optimization on carbon emission efficiency in high efficiency area, medium efficiency area and low efficiency area. The empirical results show that the openness of the industry in Shandong Province has negative effects on the efficiency of carbon emissions. In addition, through comparing the high efficiency area, medium efficiency area and low efficiency area, we can conclude that openness of the industry has positive impact on carbon emissions efficiency in the high efficiency area. On the contrary, openness of the industry generates negative impact on carbon emissions efficiency in the medium efficiency area, the proportion of high-tech tertiary industry output value and the proportion of tertiary industry have positive impact compared to the other two regions. In the low efficiency area, the proportion of high-tech tertiary industry output value and environmental investments growth have negative effects on the carbon emissions efficiency.Finally, according to the research findings, this paper presents suggestions on optimization of industrial structure in Shandong Province, including the promotion of clean and efficient use of coal, the development of new energy industries, and increase technical investment in energy-intensive industries and introduce technical personnel, develop the five high-tech Technical pillar industries, and enhance the ability of modern service industry to undertake international industrial transfer. Meanwhile, from the perspective of regional industrial structure optimization, this paper proposes that the high efficiency area should enhance the modern manufacturing’s ability to undertake international industrial transfer. The medium efficiency area should use the formation of innovative clusters to develop specialized leading industries and modern service. The low efficiency area should develop high-tech industries which consistent with local industries and natural resources and improve the efficiency of environmental investment expenditures. Eventually by optimizing the industrial structure of Shandong Province, achieve improvement of carbon emission efficiency.
