After 10 years directly domination under the Central Government, Chongqing has had a great development in the economy and society. But at the same time, we should notice that Chongqing as the western important city of our nation, coexists with big city and big countryside, modern industry and tradition agriculture, and exists obviously dual-economy, and incomes gap of the urban and rural residents still go over the trend big and appearing to expand unceasingly. The basal establishment, development level of industiy and manners of manufacture etc of the countryside are far behind the city. The inconsistency between city and countryside is outstanding, and unstable factors begin to appear. The maladjustment between city and countryside in economy is not only harmful for the upgrade of industry and mutual promoting, but also harmful for harmoniously development of economy and the well-to-do society based. Therefore we should search for a new idea to solve this problem, and spurn the traditional way of "practicing agriculture on agricultural", "practicing rural on rural". Analyze and solve "three Fs (farming, farming areas and farmers)" on the overall situation of national economic and social macro-level, and fundamentally change the past concepts and practices as "up urban down rural", "up industry down agriculture", "partitioning urban and rural". In the past researches, the estimate in the developmental difference between city and countryside, always compare with such as income, consumption and industiy etc, but lack of groping for quota system and the establishment of empirical analysis. So this study tried to research the urban and rural economic problems of Chongqing by establishing quota system and the empirical analysis.The thesis studied the issue about making overall for urban and rural economic and social development. It researched this issue with quantitative methods based on making overall for urban and rural economic and social development to choose indicators, establish evaluation system, to test Chongqing coordinating urban-rural economic development. Based on this study analyzed the reasons of un-harmony development in urban-rural economy, and proposed countermeasures which can promote Chongqing urban-rural harmony development in economy.The thesis takes that agricultural economics, develops economics, area economics and system economics as rationale, "build an overall well-to-do society" and "planning as a whole in urban-rural economic development" bring forwarded in the Sixteenth National Congress as the spirit guide, then studies city and countryside coordinated development of the economy problem of Chongqing. Research method mainly adopts demonstration analysis and method of integration of norm analysis, quantitative analysis and qualitative analysis. Firstly, introduces the principle that structure the appraising index systems of coordinated development of the urban-rural economy, constructs appraising index systems though choosing representative index. Ascertain the weight of the various indexes by method AHP, and then promote the calculating method of indexes which are different in urban-rural economic development. Based on this method, apply the index appraising system to evaluate the grade of Chongqing’s urban-rural coordinated development of economy. Through calculating and analyzing the urban-rural coordinated growth data in 1997-2005, this thesis concluded that the level of Chongqing’s urban-rural coordinated development of economy is comparatively low, and urban-rural economic development is very inharmonious. City and countryside economic growth is also to have a law’s at the same time, and basically changes as "W" shape. As a whole the level of Chongqing’s urban-rural coordinated development of economy shows leaping change of ladder; Secondly, this thesis analyzed the cause of Chongqing city and countryside economic growth inharmoniously. That Chongqing city and countryside economy develops the cause losing balance is many-sided , the city and countryside economic gap effect outside except the universal law, has the cause that system and policy face tier , also has the cause that society face tier. City and countryside dual-economy is to lead to city and countryside develop inharmonious system origin. Giving priority to developing the industry strategy makes policy be partial to a city, the society who has formed dual economy manages system. Two kinds identity system , the system obtaining employment , fiscal system etc. of urban and rural residents leads to city and countryside barrier , develops the unbalance , the gap expanding unceasingly; City and countryside industry difference, weaker connection lead to the direct cause that the city and countryside economic gap expands. Essential productive factors such as labour force, fund does not wander about freely according to market economy law request between city and countryside, brings selfs economy efficacy into play sufficiently; Chongqing rural area population specific gravity is big, the quality of labour force is low, the metastasis of the surplus rural labors is blocked, and leading to the peasants’ income increase slowly, also leading to the city and countryside gap is bigger and bigger. At last, based on the reasons analyzed, this thesis through the sides of system, industry harmony, public products supplying and labour force metastasis etc. proposed the countermeasures which can promote Chongqing urban-rural economy develop,.
