Research On Network Governance Of Haze

Air is the essential condition to maintain all life,and it is the prerequisite for human to do all the daily life,work and study.But in recent years,with speeding up the process of urbanization and the rapid development of industry in China,the number of vehicles in the city increases rapidly and coal energy consumption is huge.As the same time,motor vehicle exhaust and industrial emissions of exhaust gas produced a large number of air pollutants,resulting in haze weather continued,and there is a growing trend.At present,the haze weather has hit the vast majority of the country’s urban areas,and PM2.5 concentrations in various regions often burst table.The decline in air quality,resulting in the increasement of the number of respiratory diseases and city traffic accidents occur frequently.Haze weather has seriously affected the people’s health and social development.In this situation,haze governance has been urgent and we must pay high attention to it.Report to the Eighteenth National Congress of the Communist Party of China discussed the ecological civilization and proposed to vigorously promote the construction of ecological civilization and strived to build a beautiful China in a single chapter for the first time.Under the guidance of the view of ecological civilization,the Chinese governments plays an important role in the haze governance, and constantly improve the relevant laws and regulations, actively formulate relevant measures,such as increasing the intensity of the comprehensive management,the adjustment of industrial structure and energy structure,the establishment of regional cooperation mechanism,etc.Starting from the current situation of China’s haze pollution control,the paper analyzes haze governance existing problems and their causes,by using the method of questionnaire investigation and literature research.On the basis of this,we introduce Stephen goldsmith and William Eggers’s networked governance theory to put forward the corresponding solutions,and try to find new ways of haze governance.This paper consists of six parts.The first part is an introduction mainly introduces the research background,purpose,significance,domestic and international research review,and the thought and studies methods. The second part discusses the concept of haze and PM2.5 and describes the hazards of fog and haze.The third part describes the severity of the haze and the formation of the reasons, and then elaborated on the current government to take measures to control the haze and the results achieved.The fourth part of the main problems in the haze governance and the main analysis of the causes of haze governance problems. The fifth part mainly introduces the practice of foreign haze governance and the enlightenment.The sixth part aiming at the problem of haze governance to build multiple subjects which are consist of the government,enterprises,social organizations of environmental protection and public work together as network governance mechanism to governance haze problem.Haze governance is a long-term,complicated and arduous battle,and relying solely on government is unable to solve it. We need government,enterprises,social environment,and public cooperation governance to jointly build a beautiful China.
