Highway Planning And Construction Environment Bearing Capacity Appraisal

Highway traffic facilities planning and construction is an important content of the economic and social development,during the process of the highway construction and operation, it is crucial for the highway planning and construction project to make scientific evaluation towards environmental capacity and carry out the work of environmental protection.This paper is based on the Huashan Scenic Area Road and West urn Valley cableway construction project, carry out research on highway traffic environment carrying capacity in scenic spots, analyze the impact of the project of Highway and West urn Valley ropeway construction towards Huashan scenic environment. It combines the availability of the data and the calculation results of the reliability to discuss the ecological environment carrying capacity evaluation index system and evaluation method of the highway planning and construction project. It discusses the status of social environment,ecological environment,natural environment of Huashan scenic construction area comprehensively and scientifically and establishes the evaluation index system of ecological carrying capacity which main body contains the total layer, target later, and index layer. It applies the AHP to measure and evaluate the bearing capacity of the core area of Huashan road and the construction of ropeway project. According to the analysis, it comes up with some measures to improve the construction project environmental capacity, and also support the ecological environment and traffic planning.The evaluation results show that:The vegetation cover along the road and cableway is poor; and the affection from inside and outside residents from the mountain is significant. Also, the ecological damage is serious and the difficulty if construction of ecological environment is relatively large. The air quality of the construction area conforms to the environmental standards, 2 indexes of surface waterdo not match the class II water standards, and the sound environmental quality is fair.The comfortable space capacity of the main peak of Huashan scenic area is 2431 people,the ultimate capacity is 6798 people. The tourism environmental capacity of Huashan is2100000 people. As the end of December 6, 2013,the quantity of the tourists in Huashan Mountain reached 2016812. Based on the original service capacity, it is close to the value of tourism environmental capacity. However, some problems still exists in Huashan tourism, and the infrastructure is incomplete, the traffic is not convenient as well.By analyzing the AHP method, the environmental evaluation bearing capacity of Huashan West cableway and Uen Valley Road is 0.2178,among the [0,0.33,which correspond to the first affection: the basic highway construction and operation has no effect to the environment alone the road.
