Study On Tender Offer Decision-making Of BOT Project

With the development of our country’s economy and joining the WTO,the acceleration of infrastructure and the lack of government funding promoted BOT mode to arise at the right moment, so the investors will face more fierce competition.In the face of complex BOT project, bidding companies want to bid and get profits, tender offer decision-making need to be solved.The process of BOT project tender offer decision-making involves a series of work,and bidding opportunities, bidding strategies, and the determination of tender offer is a focus of research.Bidding opportunity choice and the determination of bidding strategies is the preparations of BOT project tender offer decision-making before determining offer,this can indicate the direction for offer.This paper from the angle of the investors, on the basis of summarizing domestic and foreign scholars about the research results of BOT model,putting how to tender offer of BOT project as the core, using the idea of systematic and intelligent, put forward a new method of BOT project tender offer decision-making and carried on the study of practical application.In the aspect of theory,first of all,based on research results of domestic and foreign scholars about the BOT mode, foud out the weak spot in the direction of research, put forward the research question of this paper and its practical value.Then,reviewed the BOT mode and the theory of bidding and tendering, preliminary understanded the BOT project’s tender offer related procedures, what has done laid the foundation for building the model behind.In the aspect of technical methods,summarizing the theory and application process of TOPSIS,gray correlation analysis method,CBR,BP and GA provided a theory and method for the back of the paper.In the aspect of decision-making,this paper mainly studies two problems.First of all,the preparatory work of BOT project tender offer decision-making were studied.The preparation of tender offer decision-making included the selection of bidding opportunities and determine the strategies of the tender offer. When choosing bidding opportunities,grading analysis method was adopted and the determination of index weight adopted innovative approach,that is the improved analytic hierarchy process (AHP) to reduce the subjective randomness.When determining the tender bidding strategies,combining TOPSIS thought and gray relation analysis theory, using of the advantages of two methods,builded the model of TOPSIS thought and the gray correlation analysis method by calculating the gray correlation degree,this well solved the problem of the strategy to determine. Then the tender offer decision-making was studied.On the basis of proving the feasibility of this CBR thought for tender offer decision-making,combining with artificial intelligence method-GA and BP neural network method,the BOT project’s tender offer decision-making model based on CBR system was proposed.In the aspect of application, this paper combining with x x sludge treatment BOT project and x x highway BOT project and using the proposed model and method,the results proved the feasibility and applicability of the proposed model.
