In connection with the development strategy of “unified strong smart grid”proposed by the State Grid Corporation of China, new-type electricity meter, as animportant component can provide the functions of quality monitoring, operatingmaintenance and real-time network management so as to promote the realization offull-scale coverage and collection of user information as well as pre-paymentmethod, which will have an apparent practical significance to the construction anddevelopment of smart grid in China. This assignment is the project raised by HarbinResearch Institute of Electrical Instrumentation based on the latest industrialstandards and market demand, of which the author of this paper is the principal,focusing on the R&D of class0.5S polyphase smart electricity meters and the meterreading system conforming to the standards prepared by the State Grid.This paper has detailed the working principle, functional configuration andstructural features of DTZ1001-type polyphase smart electricity meters, specificallydiscussed on the design approach of core chip circuit, AC sampling circuit, powercircuit, standby power circuit, relay control circuit and ESAM(security certificate)module circuit as well as firmware and related units. In addition, the combinedcommunication architecture integrating three kinds of remote communicationmodes, namely infrared communication, RS-485communication and PLCcommunication in one meter as well as the overall plan of meter reading systemhave been put forward and the design process for relevant hardware circuit andfirmware program has been given out, based on which, the design method,functional configuration and debugging result of host computer meter readingmanagement software and meter calibration software have been indicated.Finally, through the representation of test methods for metering and meterreading function and the analysis of testing results, it is proved that DTZ1001-typepolyphase smart electricity meter as well as its metering and communicationfunctional configuration of the meter reading system can meet the series ofstandards prepared by the State Grid Corporation of China on polyphase smartelectricity meters and security certificate specification and national standards likeDL/T645-2007: Multi-function watt-hour meter communication protocol. This typeof meter and the meter reading system are characterized with stable operation, lowcost, low bit-error rate, high accuracy and reliability, fulfilling all expectedfunctions of smart meter system, such as electric energy metering, data processing,real-time communication, remote tariff controlling and information interaction,which provides a new option for today’s electric power market.
