Research On The Evaluation Index System Of Urban Space Performance In The Medium And Small Cities Of Shaanxi Province

In recent years, the city’s extensive economic growth mode has not been afundamental change,"high input, high consumption, high emission and difficult cycle,low efficiency," the problem is still very prominent. In response to this phenomenon, theFifth Plenary Sessions of16th Central Committee of the Chinese Communist Partyexplicitly proposed to accelerate the construction of resource-saving andenvironment-friendly society, promote economic development and population,resources and the environment. The18th National Congress of the Communist Party ofChina fully promote resource conservation report made specific arrangements clear thatby2020, resource-saving and environment-friendly society made significant progress.To better implement the State Council on the construction of resource-saving andenvironment-friendly society demands, Shaanxi Province in the new round ofdevelopment stage, in order to improve the efficiency of resource use should be at thecore, accelerate the formation of a conservation-oriented growth, industrial structureand urban development patterns, a variety of resources to maximize savings, improveresource utilization, reduce energy consumption, promote comprehensive, coordinatedand sustainable development of urban space.According to the2012Statistical Yearbook of the city and the local civil affairsdepartment data statistics,there are currently six medium-sized cities as Tongchuan,Weinan, Yulin, Yan’an Hanzhong, Ankang and four small citie as Shangluo, Xingping,Hancheng,Huayin, in Shaanxi Province. From the urban population size gradingstructure, although the large number of medium and small cities, the urban population accounted for only31.44%of the total population of the province of Shaanxi. Thispattern reflects the current size of the hierarchical structure of the city of ShaanxiProvince imbalance, although a large proportion of medium and small cities, but thedevelopment is lagging behind. Due to the small number of cities in the account for alarge proportion of small and medium cities themselves unreasonable impacts caused bydevelopment of the region, may be more serious than the big cities. The small city ofShaanxi Province is currently appearing in the development process of urban expansionrapidly, a serious waste of land resources; primary purpose of economic development,and even the "quick buck" approach to development for the sole purpose, but because ofdifficult to keep up the infrastructure, industry structure unreasonable, causing the blindexpansion of low-density urban space, urban Form a serious disorder loose phenomenon.These are forcing people to put more eyes on how to improve the efficiency of existingsmall city land, seeking rational development aspects of urban space and so on.The purpose of this study is intended to be able to find a more objective andaccurate assessment of the performance space small city in Shaanxi Province ways toestablish a true reflection of the small urban space, Shaanxi Province, performanceevaluation system.On the basis of in-depth Analysis of the performance of urban space efficient,intensive, fair connotation, the traditional integration of qualitative and quantitativeanalysis, based on a comprehensive analysis of the current situation of urban space10sample cities, with in-depth interviews, a typical case, sample surveys and statisticaldata, this paper choose targeted relatively strong indicator construct urban spaceperformance evaluation system. Then this paper use the Delphi method, principalcomponent analysis, AHP screening indicators and determine the index value, theweight, the evaluation value, and Evaluation Criteria Evaluation Model in ShaanxiProvince the performance of small urban space. Finally, application of the aboveevaluation model, as an example of Yulin research assessment, this paper further test thevalidity and usefulness of the evaluation system from the perspective of the instance,and to enhance the performance of proposed Yulin space development strategy.
