As the leading enterprise in domestic electric power and industrial control fields,Firm R has built R&D and industrial bases in more than twenty areas around the country,which causes yearly capital construction investment of seven hundred million yuan,and such investment will certainly keep growing in the near future because of the strategic plan in"New Infrastructure".It is true that the success of construction projects is highly related with construction project management level,and Firm R has been trying to improve its project management capacity for many years;however,it has to deal with such problems as bad schedule control and low risk identification level,which has had a negative impact on the development of the Firm.Therefore,it is necessary for Firm R to judge construction project management capacity,find the bad performance factors,and make related measurements.Through literature reading and analysis in classic project management maturity model,like CMM and OPM3,the paper concludes three basic elements of project management maturity model.In consideration of national standards for construction project management and the characteristics in construction project owned by Firm R,the paper builds a construction project management maturity model for Firm R.With the application of the model in S construction project owned by Firm R,the paper identifies maturity level of S construction project management,finds the weakness in project management,and makes measurements accordingly.Details in paper conclusions are as follows.Firstly,based on literature reading and analysis,the paper concludes three elements of project management maturity model,including level dimension,content dimension and evaluation standard.Secondly,based on the construction laws of level dimension of project management maturity model,the maturity evaluation levels,absorbing the characteristics of construction project management by Firm R,are divided into five parts,including the initial level,the repeatable level,the standard level,the quantitatively managed level and the optimizing level.Thirdly,the paper selects knowledge dimension and life cycle dimension as part of content dimension.The knowledge dimension includes thirteen management factors,while life cycle dimension defines six stages of construction project and sixty key practices exist in those stages.According to thirteen management factors and sixty key practices,the paper designs an initial evaluation index system.After Confidence test and membership analysis,the optimized system includes twelve management elements as first-class indexes and fifty-five key practices as second-class indexes,calculates the weight of all indexes according to the analytic hierarchy process.Fourthly,the paper applies the developed model into S construction project to judge the project management capacity.With the help of fuzzy comprehensive evaluation method,the calculation result shows the maturity level of S construction project management,which is the standard one.Based on detailed calculation result,Radar Chart shows that the maturity level in schedule management,risk management and initial decision management is lower.Therefore,the performance of the above three indexes plays an important role in effecting overall maturity level,and it is necessary to analysis the key practices included by the above three indexes,find the weakness and make measurements accordingly.
