Research On The Method Of Reasonable Valuation In Highway Engineering Change

Highway engineering project is a large scale construction, and have a long duration. The inevitable in the process of implementation of engineering change will happen, and how to change the unit price for the determination of reasonable has always been one of the focuses of the contracting parties. Highway engineering construction standard in the tender documents (2009 edition) specified the three principles of valuation changes, but its just change the unit price to determine guiding principle, the actual operability is poor. In addition, in the actual performance of the contract process, the change of situation is more complex than the three principles of narrative situation. Only on the existing three principles of engineering can not be solved in practical situation. Therefore, how to subdivided the change situation further, put forward the feasible method to calculate the change of the unit price under the principle of three, is the urgent need to solve the problem.This paper mainly studied how to determined the change unit price reasonably on the bill of quantities valuation mode of highway engineering. First of all, it is analyzed the change unit price formation from the price formation’s origin—the price formation mechanism, and the detailed unit price formation process and its composition. Secondly, it is analyzed the influencing factors of each components according to the change of the unit price, explained how to change the unit price on the influence of the factors. Then using the principal component analysis (PCA) selected the main influencing factors which unrelated to each other, established an index system of influencing factors, and lay the foundation for follow-up study. Again, according to previous study, it is analyzed the applicable scope of the three principles for the change unit price. And subdivided the three principles according to the influencing factors index. Discoursed the common calculation methods which determined the change unit price, to change the unit price according to the after subdivided the each change situation. Then grasped the main steps of the change unit price reasonably. Once more, using the analytic hierarchy process (AHP) analyzed the change unit price determination method, and selected the most reasonable determined method which conforms to change the subtitle is happening and the contracting parties are more likely to accept. Finally, to verify this change project unit price is reasonably by two case.This paper divided the three principles in detail for the change unit price determined reasonably.according to the specific condition of subdivided properly selecting the change, and a method for determining the unit price in the traditional method for determining, on the basis of the additional changes to make it more operable, effectively solve the traditional method of determining the changes to the unit price is the controversial problems in the process of selection and operation. Make up for the deficiency of the existing methods of this research, and provides a reference for the contracting parties in the reasonable determined change unit price.
