As an innovative and low carbon transportation tool, public bicycles have achieved better results both at home and abroad. Gradually they have become an important option for the citizens to travel. At present, public bicycles have become an indispensable part in urban public transport system. However,as developments of public bicycles, some problems are emerged in the operating process. These problems are unsmooth borrowing bicycles and returning bicycles, untimely dispatching, untimely Maintenance, unreasonable number of sites’ piles, unreasonable dispatched division and unreasonable settings of site locations and so on. All these problems have bad influences on the efficient operations and managements. This paper will discuss how to deal with the problems of unreasonable proportion of bicycles’ number, unreasonable number of sites’ piles, untimely dispatching, untimely maintenance and so on. It will give the number of bicycles in initial state of the site, reasonable pile number, reasonable proportion of bicycles, the number of bicycles which dispatching in standard time and maintenance warning. It will also provide a basis for dispatching as well as the operation management optimization.On the basis of Changshu public bicycle practical operation data, with the tool of PLSQL and the method of statistical analysis, the data is preprocessed and the M/M/1/N/∞queuing model is established. According to the model, steady-state queue length and steady-state indexes are calculated. As a result, the numbers of bicycles of the site which in initial state and reasonable pile number are get. This model provides a basis for the initial bicycle number and reasonable lock pile Number. Statistical methods are adopted to calculate reasonable proportions of piles on which proper recommendations are put forward. The peak time for timely dispatching is calculated to assist in dispatching centers adopt much more reasonable strategies. Bicycles are classified by the difference of borrowing time and returning time. The sites in which broken bicycles placed and numbers of broken bicycles are selected. At the same time, some recommendations on maintenance warning are put forward to ensure timely maintenance. The results of studies have been applied in public bicycles system of Changshu. What’s more, it has also provided methodological guidance on optimized managements.
