Energy structure with coal and petroleum are facing a serious crisis, the gradual reduction of resource reserves, the new direction of deepening ofenvironmental pollution problems which the world had to start to seek for asupply of energy, the development and utilization of new energy began toappear in front of people. Wind energy is a new energy has been developed in the most potential. Traditional wind energy development focus on open terrain and coastal wind resource rich area, with the continuous progress of the wind turbine manufacturing technology, more and more large capacity low wind speed and lower cost of generators began to flood the market, such as Guangxi mountainous area in the inland including wind power development paved the way. Guangxi is rich in hydropower resources, but the development and utilization of close to saturation, with the development of economy, the requirement of electric power is becoming more and more urgent, it is the objective requirement forthe new direction of Guangxi power supply.Through the collection of data, and analysis the present situation of wind power project development of Guangxi in recent years, in the actual construction, project planning and design scheme of building owners early in the blind pursuit of high returns, caused by the construction of reasonable scale, resulting in the wind of extensive utilization of resources and even cause waste, according to this phenomenon, this paper constructs the use and project economy benefit index system reasonable wind resources, and establishes the model scale optimization of construction based on fuzzy theory, in order to determine for pre project scheme selection and construction scale and provides a more scientific method, improve the utilization efficiency of wind resources. Finally, with the preferred scale construction of Guangxi Lingshan BAYI TEA plantation of wind farm as an example, validation of the model, it is proved that the model has certain operability and rationality of decision-making.
