In recent years, with the rapid development of China’s economy, the development of transportation have been stimulated to becoming unprecedented prosperity. High-speed railway is the symbol of modern transportation industry, it has many advertages, such as fast speed, high security, small affected by climate conditions, on time, comfortable, easy, and so on. The challenges and opportunities always exist at the same time, due to the management of construction project more and more strictly, the control of and optimization of quality and progress is required higher. So, the theory of management in engineering should be studied systematically.As an important part of the high-speed railway, bridge project has a direct impact on the overall progress, whether it schedule goals are reasonable, and the actual schedule reach the duration of the project. Speed is the core technology of high-speed railway,and quality is the essence of speed, the social concers is construction quality, all the cost and shorten the construction period must be on the basis of quality assurance. So the research of quality and period of construction project has practical significance.This article is based on Beijing-Shanghai High-speed Railway Jinan Yellow River Project to analyze project management objectives combined with the project management schedule control theory and quality control theory, emphasizing on the schedule control and optimization process, qual ity control and optimization process to provide a reference for similar projects. Specific research contents and conclusions are as follows:(1)Introduce concept of project, construction projects, and construction project management, and analyze project management objectives combined with the project management control theory. Through the analysis of study trends home and abroad, it concludes problems existing in our project management research process, and presents its practical significance of researchin g project management schedule control theory and quality control theory.(2)Mainly analyze the project management objectives of Beijing-Shanghai High-speed Railway Jinan Yellow River Project based on its general situation and combined with feasible construction scheme in line with engineering characteristics, and describe the organization setting for strengthening the construction site project management.(3)Put forward the construction schedule combined with the project schedule control theory, and analyze main factors influencing process control, and the implementation process of the construction schedule, put forward check contrast method of schedule and actual progress, then summarize progress control and optimization measures taken during the project c onstruction.(4)Integrating project quality control theory, present the quality assurance system of this project, focusing on analyzing main factors influencing construction quality. It sums up the heavy and hard projects of this project, and quality cont rol and optimization measures should be taken during construction process in other major projects.
