Research On Life-Cycle Cost Management Of Power Grid Construction Projects

To adapt to the market economy, and improve the investment returns of power grid construction, we should combine with the characteristics of market economy and national macroeconomic policy, and base on the various stages in the life cycle of power grid construction to control the cost, so that investment returns of the grid construction projects can reach optimization. In this paper, the concept of whole life-cycle cost management will be introduced to the power grid construction projects.Life-cycle cost management is from the perspective of the entire projects life cycle. Life-cycle cost management covers all the stages starting from the feasibility study phase to the operation and maintenance phase of power grid construction projects, to achieve the minimum life-cycle cost and optimal economic benefit.First, the paper describes the concept and stages division of life-cycle cost management, and demonstrates the feasibility of putting life-cycle cost management into power grid construction. It summarizes the features of the application of life-cycle cost management in power grid construction, and also discusses the life cycle cost of power grid construction. And these provide a basis for the life cycle cost management of power grid construction.Secondly, the paper digs out the contents, points, and problems of cost management in the various stages of the power grid construction as decision-making phase, construction preparation phase, implementation phase, and the operation and maintenance phase, and provides some cost management recommendations, which helps managers summarize the problems, feedback problems, and supervise the entire cost management processes timely, and help to improve the investment returns of power grid projects.Third, in order to continuously improve the power grid projects investment management, investment management mechanisms of grid market, and the efficiency and effectiveness of the investment, the paper establishes a grid construction projects life-cycle cost management post-evaluation system. The system helps managers to see the cost management and control of the stages of life cycle of power grid construction projects, and to sum up the problems and optimize the management aspects timely, which provides a reference for future power grid construction projects, promotes regional power grid construction level, and improves the level of the national economy.Finally, the paper taking Huxian(Xinsheng) 330 kV power transmission project as an example, discusses the application of life-cycle cost management in power grid projects, and basing on the established life-cycle cost management evaluation system of power grid construction projects, the paper studies on the post-evaluation of life-cycle cost management of power grid projects. The paper digs out the deficiencies in projects cost management, and sums up the experience of life-cycle cost management.The study of life-cycle cost management of power grid construction projects in this paper enriches the cost management theory of power grid projects, which provides a reference for cost management in all stages projects and helps to promote the cost management level and optimize investment returns of the power grid construction.
