In recent years, the railway construction, with the characteristics of large scale, high standard and large investment, remain steadily on the level higher than the normal. The railway construction in Yunnan also trends to reach its historical peak constantly. The railway construction is boosted in a large scale, at the same time, a series of problems has been revealed in safe quality, investment control, and materials equipment etc. Especially since2011, the railway construction in China is confronted with a special and important turning point in its development, therefore, the reinforcement of risk prevention and control of railway construction and carrying forward the railway construction safely and scientifically have been the most urgent and important topics.Yunnan locates at the highland of southwest border region, with complex geological structure, unbalanced landform, changeable climate, inconvenient transportation, frequent geological disasters, relatively backward economy, high ratio of bridge and tunnel projects, therefore, the railway construction is faced with outstanding risks. Thus, in order to promote Yunnan onto the leading position in the "bridge tower" strategy, it is filled with urgent realistic and profound historical meaning to enhance the risk prevention and control of railway construction in Yunnan effectively.This thesis, starting with main theories and methods of project risk management, analyzes general objective risks and practical problems of current railway construction in China by means of consulting a large number of relevant data about the railway construction of China, conducts quantitative and qualitative analysis study about the railway construction of mountain areas in Yunnan based on plenty of investigations, and analyzes comparatively among four railways, the highest level Shanghai-Kunming guest railway line within Yunnan which is under construction, the highest level Beijing-Shanghai express railway which is completed, the complicated Yunnan-Guilin railway with high ratio of bridge and tunnel projects which is under construction, and the most complicated Yichang-Wanzhou railway with the highest ratio of bridge and tunnel projects which is completed respectively. Thus the conclusion is drawn that the most prominent risky factors of railway construction in Yunnan is mainly resulted from the complicated geology which leads to constant changes and adjustments needed in construction and excessive tunnel constructions needed which influences construction period, quality and investment. Employing aim management theory and based on the standpoint of investors and managers, this thesis firstly proposes measures and countermeasures for the reinforcement of risk prevention and control of the railway construction in Yunnan such as carrying forward scientifically and rationally the railway construction, construction management unit’s involving into the preliminary work, implementing acceptance inspection before construction, standardizing the field management, consolidating the monitor of tunnel construction, establishing regular joint law enforcement supervision institution, paying attention to maintenance of construction environment. Secondly, this thesis mainly centers on14key links which can be summed up into three stages such as preliminary work, construction and acceptance inspection, then summarizes91potential risky points by taking the characteristics of railway construction of mountain areas in Yunnan into consideration, and then proposes one by one the relevant control measures by risk levels confirmed from risk measurement and risk evaluation in order to form risk prevention and control institution of railway construction in Yunnan. Finally, this thesis looks far ahead into future prospect of risk prevention and control of railway construction.
