Domestic Container Risk Supervision System Technology Research

The transport and the management of dangerous goods containers by sea is an important component of the marine transportation, which relates to both the safety of navigation and the safety of people’s life and property, meanwhile, maritime safety is an important foundation for a harmonious port and a harmonious society. The whole operation of container transport of dangerous goods relates to the owners of goods, freight forwarders, shipping agencies, stations, wharfs and other departments which has many links and is very complex; some owners of goods are lack of legal consciousness and the knowledge of harmfulness of dangerous goods; the wharfs by way are lack of the qualification of handling with dangerous goods; there are administration vacuums on the approach based on gambling by the shipping enterprises on the transport of dangerous goods and the progress during the entry and departure of domestic container. It is said by China’s current laws and regulations that the security system of the whole transport of dangerous goods is based t on the true declaration. From the practical point of view, the domestic container transportation is door to door, in the premise of a tacit understanding between the consignor and consignee, the shipper or consignor can easily lie or cheat in adventure and because it is difficult to find, it increases the risk of transportation. At present, the investigation means by the maritime administrations on the cover-up on domestic container transport of dangerous goods are blindly, lagging, passive and single, on one hand, they investigate the illegal acts through opening massive boxes, which affects the production the ports, and shipping companies to a certain extent, on the other hand, the maritime administrations depend on receiving reporting information passively to investigatet. Therefore, it is very necessary to develop a highly efficient domestic container supervision system.On the basis of the remote monitoring application platform of Qianwan marine department of Qingdao MSA, this paper makes a research both on the new mode of multi collaborative logistics supervision of domestic container of dangerous goods and the supervision system of domestic container of dangerous goods of Qingdao Qianwan port, which realizes the logistics electronic information integration of domestic trade container of dangerous goods and business network monitoring and the entire management of supervision, approval and monitoring on the dangerous goods which improves the standardization and informatization of management and enhances the supervision of dangerous goods.
