With China’s sustained and healthy development of the social economy and rising living standards, the public put forward higher requirements on the quality, supply reliability and service levels of the power supply. Meanwhile, in order to address global climate change, to protect the social and economic sustainability, and to meet the requirements of building a resource-saving and environment-friendly society, the public bring up higher requirements to the development of power system on the national energy strategy and macro policy level. Combining new trends in the world as well as the reality of our power grid development, State Grid Corporation proposes its strategy development goal which is based on the principal of unified planning, unified standards and unified construction, based on the independent innovation, to take the extra-high voltage power grid as the backbone, coordinating the development of all levels power grids, to form a national grid possessing the features of informatization, automation and interaction, and to basically complete a strong smart power grid by 2020. Distribution system is one of the six aspects of construction of a strong smart grid, and also is an important foundation and important component for a strong smart grid. It combines with power system and is one of the important energy carriers directly face to the community and customers.This paper is based on the actual situation of the Power Grid in Liaoning Province.According to the features of the distribution regions of 14 power supply companies managed by the State Grid Liaoning Electric Power Supply Co. Ltd, taking the information resource utilization as an important means, and the distribution scheduling and production control as the main application subject, in order to improve the distribution management level as the primary purpose, Following the principles of economical,standard design, distinguish the difference, resource sharing and synchronization construction, we have studied the construction plan of the 0.4~10kV distribution grids andits automation systems of the power supply companies governed by the State Grid Liaoning Electric Power Supply Co. Ltd in different cities. The distribution grids in Shenyang and Dalian are using the integrated distribution automation, while the distribution grids in the other cities are using the standard distribution automation. As the automation construction of distribution grids, all regions ultimately realize the intelligent power distribution automation. It also gives the design plans of the relevant master stations and terminals, the equipment transformation plans and the communication plans.
