As development of economy and modernization, out-of-gauge goods demands for large equipment transport in mechanical industry, chemical industry, electric power industry increase, such as large vehicles and bridges. Although they share a little in railway freight transport, they are very important to national modernization. Therefore, out-of-gauge goods transport is of significance in development of national economy. In general, out-of-gauge goods are large and heavy. So large transport space is needed and they disturb the normal transport organization greatly. Out-of-gauge transport is a serious technology work, including many influence factors, such as bridges, vehicles, railway line, loading reinforcement, railway gauge and so on. It raises more strict requirements for staff qualifications, infrastructure security, emergency rescue and other sides and the safety situation is severe. Once transport accident happens, it will damage approached people, buildings and equipment near the railroad. Therefore, how to scientifically and reasonably evaluate the safety of out-of gauge goods transport, finding out the weak steps in system before accidents happen is of great importance.(1) The process of out-of-gauge goods operating is demonstrated and concluded systematically.(2) Combined with out-of-gauge goods operating process, the factors that influence out-of-gauge goods transportation are analyzed systematically.(3) The advantages and disadvantages of Fault Tree Analysis are analyzed, and the one method is determined.(4) According to the analysis of influence factors in out-of-gauge goods transportation, the fault tree is built.(5) Based on fuzzy bayesian networks method, the safety assessment of out-of-gauge goods transportation is conducted. And the structure importance, probability importance are calculated by Buckley and Bucket Elimination method.(6) Analyzing the results of safety assessment, and propounding according conclusion and advice.
