With the new energy application technology developed,quality of applied power electricity imroved and the science and technology developed, the development of smart grid enter the phase of rapid developing. The smart substation also develops rapidly as the key point of smart grid.This paper summary the actual development of smart substation currently, set up the evaluation index system of technology economy and element extension evaluation model based on order relation analysis method. The conclusion provide theoretical basis of evaluation and thecology support of construction of smart substation.This paper elaborate the definition of smart substation and its development process on the basis of introduing the concept of smart grid, the relationship between smart grid and smart substation, the requirment smart grid paid on smart substation. On one hand, qualitative comparative analyze the advancement in technology, social benefits and environmental benefits of smart substation compared to conventional substation; on the other hand, take specific substation for example to quantiattive comparative analyze the difference of cost level and operation and maintenance costs. This paper summary the existing index system of substation’s technology progressive and get the new index system through adding economic,social and environmental first grade indexs, and set up the element extension evaluation model based on order relation analysis method. At last,this paper take the area A smart substation and area B conventional substation evaluate the technology and economic character. The evaluation result show that the smart substation is more advance than conventional substation on the same level.
