The development of real estate industry in China has become more mature, the degree of marketization is increasing gradually. The market supply has increased greatly in the short term by the new distributors’competition. The consumers have a lot of real estate products to purchase. Under this background, more and more real estate enterprise start to strengthen the cost management, control costs, and improve profits. This dissertation takes the Dongyu Silversea residential project as the example, analysis the present situation of cost management of Dongyu Company, found the main problems, then using the basic theory of cost management to redesign the cost management system of Dongyu Silversea residential project, provides specific measures to the dicision stage, design stage, tendering stage, construction stage, completion stage and marketing stage, reduces the total cost of Dongyu Silversea project.At present, the cost management of Dongyu Silversea project is controlled by the budget department under company managers, the company has not set up a complete set of effective responsibility, authority and benefit equivalence of cost control system, There is not enough reasonable structure, cost control process of systemic shortage, cost control consciousness weak, cost control method to the effect is not obvious. Based on the theory of cost management Dongyu Silversea project should be thoroughly improved. First, should be to establish a company and the cost of the project management system. Second, is the total project cycle of cost management, in the project decision-making stage, to realize the project decision-making stage is the first step of cost control, to make the feasibility of the project research work, focusing on a project investment estimation and project comprehensive evaluation. In program design phase, the comprehensive implementation of the quota design ideas, especially in the construction design, be sure to implement the quota design and construction drawing, and at the same time reduces modification. In the construction of the project phase, mainly through the construction units and supervision unit, implement indirect management, focusing on artificial cost control and building materials cost control. In the project completion phase, project completion implementation audit, perfect settlement management, strengthen management handover. In the project of the marketing stage, to properly use entrust an agency, and setting up reasonable advertising costs, and strive to realize low cost, high return. In addition, in Dongyu Silversea after completion of a project, the company needs to comprehensive analysis, this paper summarizes the successful experience of the cost management, and in other projects of the promotion.
