With the deep understanding of the ocean, human gradually understand that the ocean has a significant influence on all aspects of their life, especially the security of the coastal countries and the sailing naval vessel. Early human marine activities were mainly near shore, thus they had a sufficient knowledge of the marine laws, and this makes hydrometeorological safety of offshore sailing some degree of protection. However, for ocean sailing, most places of distant sea are lack of data, this phenomenon is not only limited by the shortage of data, but the pelagic information communication technology. Furthermore, the lack of knowledge of the current existing marine hydrometeorological data, the low efficient usage and the representing method of the data all need further research.ECDIS (Electronic Chart Display and Information System) is an indispensable tool while ship sailing, providing the security support for navigation and voyage planning. Nonetheless, the current ECS pays more attention to marine geographic information and navigation than the application of marine hydrometeorological information. With the development of the technology and the demanding of the sailing safety, the requirements have been put forward for the ECDIS. ECDIS needs to handle both the marine geographic information and marine hydrometeorological information, including the information of tide, waves, current, which are important to the sailing safety. The ECDIS which can also comprehensively apply marine geographic information and marine hydrometeorological information, is urgently needed to sailing safety. This is an essential support for security measures of ocean sailing, and could help the safety for sailing.By in-depth investigation to theS-57 international standard and the study of ECDIS, for ocean sailing, this paper presents a system design of integrated navigation, marine geographic information, marine hydrometeorological information integrated applications.At the beginning of this paper, it makes detailed introduction of EC and ECDIS, and analyzes the significance and necessity of integrated application for ocean sailing; secondly, it elaborates the development methods and related technologies of the system; thirdly, based on the study of ocean sailing, it gets the functional requirements and performance requirements of the system, and makes a brief design of the system, including functional design and database design; Qt, as a graphical user interface, was selected as the development framework. With the help of EC 2007 Kernel SDK, this study accomplishes the integrated application systems for Ocean Sailing on windows. The last section is the conclusion of this paper, it gives the achievements and the existing problems of this paper, also the further work suggestions.
