The rapid development of China’s economic has brought the booming of construction market, And the good schedule and cost control of construction enterprise has become the holy grail of their occupation of the market. The project cost and schedule can be monitored by the traditional method of Earned Value Management, accordingly reflect the effect of the implementation of the project, but were unable to accurately identify an acceptable level of implementation of the project occurred during abnormal changes and deviations, And then determine whether the project is in the range of controllable. Utilize charts control method of statistical process control theory can effectively monitor the implementation of the project earned value index fluctuations, Monitoring deviations caused by fluctuations are at acceptable levels, the method to ensure the implementation of the project at steady state.This paper combines statistical process control charts with the traditional of earned value management methods, first combing the relevant basic theory, and then select I-MR control chart for project monitoring Earned Value Index, calculating control limits of I-MR control charts, and get on the normality test, given method of establishing non-normal data control chart, and proposes the implementation steps of I-MR control chart in earned value method, given the method of cost and schedule deviation. Finally, an example of a shantytowns project, Verify the possibility of the project Earned Value Performance(Schedule Performance Index, SPI and Cost Performance Index, CPI) Management based on I-MR control chart. This method can provide real-time monitoring and timely warning of project cost and schedule, as well as enhance the traditional earned value method can not identify defects in the implementation process of project minor changes, improve monitoring capabilities of Earned Value Index in project, provide accurate and timely information for project managers, take measures to maintain the project in a stable state, ensure the successful completion of the project.
