Facing the new situation, in order to ensure the realization of susta inable use of marine, strengthen law enforcement to monitor the work of the sea areas under the jurisdiction of marine construction of real-time monitoring and r apid reaction system, terminal project No.1 Construction of Tianjin Lingang Indust rial Zone to provide security for the Haijian law enforcement ship berthing, work place for Haijian law enforcement staff office, to meet the needs of the marine la w enforcement work. In this paper, in order to dockproject No.1 Tianjin Lingang Industrial District as the research object and to dockproject No.1 Tianjin Lingan g Industril District economy as the research content,the comprehensive evaluatio n index system to collect data for the study of the basis, compare the present situatio n of the economic benefit evaluation at home and abroad, combining theory with exa mples, the combination of qualitative and quantitative, dynamic and static combinatio n, the use of cost utility analysis method, analyze the main factors affecting the e conomic benefits of construction project in the dock. The main factors include th e financial evaluation, economic evaluation and social effect evaluation technolog y and other factors, using the analysis method of qualitative index and quantitati ve index combination, the establishment of comprehensive evaluation index syste m. Collect the data according to the comprehensive evaluation index system, and combine the methodwith grey correlation analysis and hierarchical, a number of t erminal project in Tianjin Lingang Industrial Zone Economic evaluate. Based on t he analysis of the economic benefits of the project, using the basic theory and m ethod of investment planning and project management, and provides a theoretical basis for the selection and establishment of project, scientific and accurate analy sis to improve the project has practical significance and maneuverability.
