Research On The Standard Quality Management Of Power Grid Infrastructure Under The Background Of Electric Power Reform

With the rapid development of China’s economy, the development of the power grid is also accelerating. Quality management has become China’s economic transformation and upgrading needs, and power grid infrastructure project quality management level also determines the future development of China’s power grid. This has a direct impact on the country’s energy strategy. Therefore in this new situation we need a successful way of grid infrastructure quality management realization, establishing a "grid plan, quality first" awareness, we can take improving the process as the breakthrough point to enhance the effectively quality and increase the rate of the application of universal design, and then to improve the standardization management system construction, and continuously improve the power grid construction project construction quality and technology level.This paper is based on the zhuangtian-Lili 110kV line project standard quality management as the research object. First of all, it describes the definition of the project, quality and project quality and briefly introduces the concept, principle and principle of project quality management. The forming process and the influencing factors of the quality of the project are analyzed, and the research status and development history of the project quality management are described in detail. Then the paper briefly introduces the status quo of the power grid infrastructure project quality management and the characteristics and categories of the network infrastructure project management and the existing problems and performance. Then it simply explains National electric power reform, especially since the "Twelfth Five Year Plan"the national network companies changed the development mode, and in order to improve the quality of power grid infrastructure projects and the requirements of the standard quality management. It also introduces the company’s current stage and project management which is closely related to the "San ji wu da" management system and the system of the first mover of the specific situation. Secondly, it explains the standard of quality management, the concept of standardization and its relationship with the quality management. According to the goals of the company’s strategic needs and management system construction, the standardization is introduced into the quality management of the network infrastructure projects. It also introduces the process of the quality management of power grid infrastructure projects and the quality responsibility of the relevant parties in the management system. Again to the zhuangtian-Lili 110kV line project of standardized quality management as an example, it makes an empirical research on grid infrastructure projects the standardization of quality management and the project implementation effect analysis. Finally, it points out the deficiencies existing in the process of the implementation of the standard and standard quality management optimization and improvement plan according to these problems from different aspects of the corresponding.
