In recent years, with the rapid development of China’s economy, inland waterway shipping becomes more and more important. Compared with other modes of transport, waterway transportation has obvious advantages, such as large volume, low price, small environmental impact, etc. Jiangsu province is the traditional province of waterways in China and the government has been endeavoring to develop the shipping industry. Changjiang Nanjing Waterway Engineering Bureau is a large-scale hydraulic unit that affiliates to Changjiang Waterway Bureau, and it has an important position in waterway engineering, remediation projects in areas such as rivers and lakes. With the advent of a new era, not only the number of ships of Changjiang Nanjing Waterway Engineering Bureau becomes more but also the tonnage of ships becomes bigger. The former shipping base has been unable to meet the demand of use and there are some other objective factors, so it is very necessary to rebuild a new ship base. This thesis mainly studies the main design and building management control of the ship base.Firstly, this thesis demonstrates the necessity of rebuilding the ship base, and analyzes the natural conditions of construction, such as hydrology, meteorology, topography, geology, etc.Secondly, on one hand, the thesis designs the plain layout of the wharf and completes the scheme of the cargo handling system based on the principle of the general plain layout and the analysis of relative data. On the other hand, the design of hydraulic structure is completed according to the design load, and the stability of the slope and the transverse frame arrangement are calculated according to the structural design scheme by means of Fellenius method and the Midas finite element method. The calculated results are in line with the design requirements.Thirdly, this thesis discusses how to control the implementation of the rebuilding project from three aspects:1. Proposing the measures of risk control during the implementation of the project based on discussing the risk identification and risk assessment;2. Discussing the quality management and control during the implementation of the project based on PDCA cycle theory and the three-stage quality management method;3. Proposing the progress control measures based on discussing the method of progress control during the implementation of the project.The research of this thesis has been applied in practical projects, which proves the results are reasonable.
