With the sustainable development moving forward constantly, the goal of construction industry in China has shifted from pure building energy efficience to green building, and furthermore focused on green and low-carbon ecological urban area of large scale. This research, selecting Bihu Eco-Park in Zhangzhou as the study case, was to develop a green and low-carbon index system for eco-park planning.First, evaluation criterion, index system and cases of ecological urban area domestic and abroad were investigated, which were taken as the references of this research. Based on the analysis on the current situations of Bihu Eco-Park, the green and low-carbon index system for Bihu Eco-Park planning was devopled, which consists of six major indexes:Construction of livable environment, Energy and source utilization, Green building, Public infrastructure and Low-carbon transportation. The six major indexes were then divided into 22 median indexes and 35 minor indexese, and the median indexes were elaborated one by one. The key content in the index system that should be carried out prominently was analyzed and some relative pratical measures were provided.In order to conduct quantitative analysis on CO2 emission reduction of green and low-carbon index system the CO2 emission scenario analysis was made. This analysis was based on Kaya model and was conducted in four branches:building, transportation, energy and resource and greening, where the first three branches were emission branches and the greening branch was carbon sink branch Two scenario models were adopted in the analysis, namely routine model and low-carbon model. Routine model was to implement the present construction model without consideration of carbon emission, and the low-carbon model is to adopt the green and low-carbon index system in the future construction. The analysis result showed that comparing with the routine model the low-carbon model could reduce 40-45% CO2 emission. In the last the ensuring system for implementing the green and low-carbon index system was dicussed.
