The planning of 13 th Five Year Plan took the "Green Growth" as one of the Five Development Philosophy,and emphasized low carbon cycle development.This means that the era of "demolition and build" has became old story. The old industrial buildings(OIB) renovation project can reduce construction waste, comply with the development concept of green, energy saving, recycling. Therefore, the OIB renovation projects is going to have good development prospect under the support policy. But its biggest advantage should be the low investment,which is also the basic power for project units to develope the renovation project. The characteristics of renovation project are trivial,changeable, and complex, coupled with people lack of similar engineering experience, easily lead to the cost out of control.Considering the facts above, research on renovation project cost control is nessassary.Accordingly this paper is around the theme of construction cost control of renovation project. Taking the characteristics of each stage as clues, combining the experiences of the practice in reforming project, research on the construction cost control of renovation project are carried out.The following contents were discussed in this study:(1) On the basis of the analysis of the characteristics about cost control of old industrial building renovation project, problems about cost control of the old industrial building renovation project are pointed out. Besides, the characteristics of old industrial building renovation project and points on the whole process of cost control of old industrial building renovation project are also studied. Meanwhile, the method of low-cost transformation is analyzed and the economic transformation model is screened.In addition, taking the transformation model of creative industry park as an example,this paper analyzes the control elements of cost of the transformation project.(2) According to the problems existing in the cost control, this article conducts the study of cost control of renovation project from the design stage, construction stage,completion settlement stage and process of post evaluation. The method of Quality Function Deployment(QFD) is selected to determine the design quota during the design phase, and the method of Value Engineering(VE) is selected to comparison design scheme. The method of Earned Value(EV) and Plan-Do-Check-Act cycle(PDCA) are chosen to control expenses during the construction phase and monitor the progress of the renovation project in real-time. In the completion settlement stage, the settlement price is ensured to be compliance with project facts by built drawings, visas and listing.In the process of post evaluation, it is made numerical analysis through the Similar Element method(SE), and then some ideas of renovation quota are put forward.(3) Through the empirical analysis of the project that old steel mills transforming into design and creative industrial park, the reliability of design quota which is determined by the method of QFD is proved. Thus, the effect of the dynamic control process is also proved by the analysis of the actual data from construction stage. Besides,it takes the process of steel deck composite slab for example to verify feasibility of the idea to establish the renovation project quota.This paper makes research on the cost control of the renovation project in key process. At the same time, some ideas that to establish renovation project quota are put forward. The results of the study will save investment in reconstruction projects effectively, and promote the development process of renovation project fundamentally,which is to provide guidance for the cost control of renovation project.
