With the increasing importance of car in people’s life, the traffic problem occupies increasingly high proportion in city problems: First, the intensity of land use in the process of urban construction is often out of control, and the current land use intensity control method is not above suspicion; Second, "parking difficult", "road blocking" and other problems have seriously troubled the public life, and although the land use of urban built-up area is more mature, the parking capacity is not to keep up with the pace of urban construction. Through analysis and research, it can be found that the coordination of urban land use and transportation capacity is the roots of the problem. And there’s a lot of research focuses on the dynamic traffic research, which ignoring the impact of the static parking facilities on land use, so it needs to be focused on. In China’s urban planning system, the regulatory control planning is the core stage for the implementation of distribution in capacity of facilities and land use intensity, by which way that the public interest can be guaranteed. And the delamination of the regulatory control planning, also provides more clear and convenient research platform for the study, and the pressure and circumstance will also push the research of the parking capacity and land use intensity to the frontier.Based on the “total constraints, hierarchical control, and partition balance” control technology platform, using multi-disciplinary theories and methods, the parking facility capacity and land use intensity constraint mechanism research in urban built-up area can be done. The research try to find the relationship and reveal the mechanism between them as the parking facilities is the "supplier" of land use intensity constraint. Then establish the corresponding quantitative evaluation method and model, and finally use a real project to prove the research finding.The full text will be divided into five chapters. The first chapter is the introduction-it concludes the phenomenon of the problems and defines the research object, according to the background, the methods and the framework of the full text can be set. The second chapter is related to the resent research and basic theory: through the relevant theories, methods and models, find the theoretical and technical support for this study. The third chapter is the construction of the system: through the correlation analysis and the influence research, so the parking facility capacity and the land use intensity coordinated optimization mechanism can be established. The fourth chapter is the model building: based on the summary of existing model to build the model system of this research. In the fifth chapter, the empirical study is carried out by using the example. At last is the conclusion and expectation of this research, in which the research results of this paper are summarized, which provide the expectation and direction for the follow-up study.The research use parking facilities capacity as a way applied into control planning land use intensity control in built-up areas. By means of investigation, analysis, verification eventually established a set of scientific and effective mathematical model. It is more reasonable for the control of built-up areas’ control planning and land use intensity control and also improve the preparation of rules in built-up area control.
