Driven by economic growth, technological innovation and reform on education system, development zones of various scales were set up. As a window to the outside world, development zones are of great significance for the adjustment of industrial structures, enhancement of production efficiency and international competitiveness. However, problems emerged in the use of land during the construction of development zones. It is commonly seen that lands are not used properly and to its full advantage, so that development zones of considerable scale fail to create considerable profits. For the sustainable and healthy development of these zones and the regions they located in, research on the intensive use of land is indispensable. This paper aims at the research and evaluation of land use through fieldwork, data collection, evaluation and analysis on the potentials for intensive use of land, exploration of new ways for land use. The result of this research would be able to provide reliable references to the intensive use of land among the development zones, thus probe to new ways to the mode of economic growth.This paper is based on the study of the Handan Hi-tech Development Zone, the analysis for which is compared with that of Shijiazhuang Hi-tech Zone. The research subject is its current zone area and in-planning areas. A whole system of evaluation indexes was established, and synthesized analysis was done according to the characteristics of Handan Hi-tech Zone. Feasible suggestions are made on the basis of profound analysis. Conclusions of the research are:(1)Evaluation on the land use of Handan Hi-tech Zone is 96.94/100. Generally, land use is intensive and reasonable, but several improvements should be made according to the evaluation indexes.(2)A comparison of the data about the current zone in 2012 and 2013 showed us that land supply rate and construction completion rate were both 100%, which proved a reasonable use of land. A gradual progress is seen on the intensiveness of land use, as well as a steady management performance.(3)A comparison of the current zone and in-planning areas showed that the former has a higher intensiveness rate than the latter. The rates are 97.38/100 and 95.17/100 respectively. The relatively backwardness of the in-planning areas is that only initial constructions and management are done at the current state.(4)A few indexes indicated that the intensiveness of land use in Handan Hi-tech Zone is a little higher than that of Shijiazhuang. The potential of land extension is great in both zones, while potentials for more efficient land use and more effective management is comparatively low. Last but not least, there is room for restructuring Handan Hi-tech Zone to its optimization, while no room is seen at the current research in restructuring Shijiazhuang Hi-tech Zone.
