Study On The Coordinated Development Of Yulin 's Industrialization, Informatization, Urbanization And Agricultural Modernization

The report at the18th Party Congress proposes that "we should keep to the Chinese-style path of carrying out the industrialization in a new way and advancing IT application, urbanization and agricultural modernization. We should promote integration of IT application and industrialization, interaction between industrialization and urbanization, and coordination between urbanization and agricultural modernization, thus promoting harmonized development of industrialization, IT application, urbanization and agricultural modernization.""New Four modernization" as a kind of new concept, begins to show in front of people, and gradually arouse extensive attention in academic circle. In Yulin, there are abundant energy and mineral resources, so it is honored as "China’s Kuwait" and it is destined that its early development is mainly the "resources-oriented" economic development mode. The resource-oriented industry develops rapidly, and the gross national economy grows rapidly, but the resource--oriented industrial development has the characteristics of "enriching market" not "enriching people", making the dual structure city and countryside in Yulin is serious; agricultural development is still in its infancy; the IT application development is slow. And the result is the unbalanced development between the "new four modernizations" in Yulin. In2007, after the global economic crisis, the government began to face up to the negative impacts of resources-oriented development model, and has enacted a series of policies and regulations to promote industrial transformation. Within the10years of industrial structure adjustment, the development of "new four modernizations" accelerates constantly, and the social and economic development of Yulin is also quite obvious. However, the misbalanced development of the "new four modernizations" also brings a series of problems to the overall development of Yulin. Therefore, how to realize the coordinated development of the "new four modernizations" inevitably becomes one major problem that needs to be solved at resent and in the future.In this study, on the basis of a large number of data collection, industry economics, economic geography, urban geography, regional economics and other disciplines theories are used as a guide; mathematical model and quantitative analysis method are adopted; an evaluation index system of " new four modernizations" including comprehensive development index of industrialization, comprehensive development index of information, comprehensive development index of urbanization, comprehensive development index of agricultural modernization is constructed based on the principles of scientific nature, systematic nature and measurability; the current situations of the development of the "new four modernizations" and the coordinated development between four are evaluated based on the perspective of industry transformation; the existing problems and shortcomings in the process of the current development of "new four modernizations" are discussed and summarized according to the characteristics of the development of "new four modernizations" and the coordinated development level between the four; the interactions of the four is analyzed; on the basis of scientific outlook on development and the sustainable concept, strategic modes and countermeasures of realizing the coordinated development of the " new four modernizations" are proposed. Based on the above basis, this thesis reaches the following conclusions:(1) the industrialization in Yulin develops rapidly, while the industrial structure is low; the urbanization development lag, IT application is not sufficient; agricultural modernization is still in the low-level industrialization development stage; the overall development level is not high, and there is imbalanced development of "new four modernizations" in north-south six counties of Yulin.(2) After the analysis of theoretical model through the coordination degree of "new four modernizations" in Yulin, it is found that the coordination degree of "new four modernizations" in Yulin has been on the rise; the coordination of the "new four modernizations" keeps increasing, but the coordination level of "new four modernizations" is still low and barely at coordination stage.(3) The industrialization is the basis for the development of IT application, urbanization and agricultural modernization; urbanization is the carrier of industrialization, IT application and modernization of agriculture; agricultural modernization is the important guarantee of industrialization, IT application and urbanization; IT application is the power of sustainable development of industrialization, urbanization and agricultural modernization.(4) Based on the above conclusions, on the basis of comprehensive analysis of "new four modernizations" in Yulin, this study puts forward four coordinated development countermeasures: ①The existing industrialization pattern should be changed; Traditional "pillar industry" core status of Yulin should be consolidated.②he construction of new type of urbanization should be accelerates; urban and rural development should be balanced as a whole.③Agricultural modernization should be promoting so as to provide the fundamental guarantee for the industrialization, IT application and urbanization.④IT application should be further developed; Fresh power should be injected to the urban development so as to promote the coordinated development of the "new four modernizations" in Yulin.This study tries to make break through in the following aspects:(1) When coordination degree method of the "new four modernizations" is determined, more scientific index system research ways are selected; a single system development index analysis method and the system coordination degree analysis of "new four modernizations" coordination degree evaluation method are adopted in order to break the more qualitative analysis model than quantitative analysis model in traditional study of "new four modernizations".(2) At present, many scholars make research on the coordinated development of "new four modernizations", but majority of the researches aim at eastern regions, and there obviously lack researches that aim at western provinces, especially the typical regions. This thesis makes preliminary study on the coordinated development of "new four modernizations" of Yulin by means of the multidisciplinary combination, so as to provide reference for the economic development of Yulin.
